Abstract
Tesis ini berjudul Implementasi Kebijakan Masterplan E-Government Pada Kelurahan Di Kota Probolinggo. Tesis ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan Masterplan E-Government di Kota Probolinggo sebagaimana diatur dalam Peraturan Walikota Probolinggo Nomor 35 Tahun 2010 tentang Masterplan E-Government Tahun 2010-2029, dan faktor pendukung dan penghambat implementasi kebijakan Masterplan E-Government pada kelurahan di Kota Probolinggo. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian adalah untuk mengetahui implementasi kebijakan Masterplan E-Government dengan menggunakan model implementasi kebijakan Edward III yang dilihat dari: komunikasi yang dilakukan, sumber-sumber yang digunakan, disposisi/sikap pelaksana kebijakan dan struktur organisasi dan faktor pendukung dan penghambat implementasi kebijakan Masterplan E-Government pada kelurahan. Kebijakan Masterplan E-Government di Kota Probolinggo termasuk di kelurahan sudah dilaksanakan. Namun demikian masih ada kekurangan dalam pelaksanaannya. Kekurangan itu antara lain hasil komunikasi belum dilaksanakan dengan baik, sumber-sumber yang terdiri dari Renstra, tupoksi dan kewenangan kerjasama kurang memberikan dukungan pada implementasi kebijakan, disposisi/sikap dari pelaksana kebijakan yang berprestasi belum diikuti dengan sistem penghargaan yang baik dan struktur organisasi yang ada belum melaksanakan program dan kegiatan sesuai dengan target yang ditentukan. Faktor pendukung implementasi Masterplan E-Government pada kelurahan adalah adanya kelembagaan yang secara khusus menangani yaitu Dinas Komunikasi dan Informatika, sedangkan faktor penghambat adalah sarana dan prasarana yang belum mendukung pelaksanaan pelayanan di kelurahan berbasis teknologi informasi, sumberdaya manusia yang ada belum mendukung kelancaran pelayanan karena tidak didasarkan pada kompetensi dan kebutuhan pegawai serta anggaran yang dikelola kelurahan belum mendukung pelaksanaan pelayanan berbasis teknologi informasi karena masih bersifat anggaran operasional perkantoran belum ada anggaran yang bersifat sinergi dengan anggaran organisasi teknis,
English Abstract
This thesis entitled The Implementation of E-Government Master-plan Policy in Villages of Probolinggo Municipality. This thesis aims to describe and to analyse the implementation of E-Government Master-plan policy in Probolinggo as stipulated in Probolinggo Mayor's Regulation Number 35, year 2010 on E-Government Master-plan year 2010-2029, and the supporting and inhibiting factors of the implementation of E-Government Master-plan policy in urban villages in Probolinggo Municipality. This research utilises descriptive research method with qualitative approach. The research focus is to explore the implementation of E-Government Master-plan policy by using Edward III policy implementation model covering: communication done, resources used, policy disposition / attitude and organizational structure, supporting and inhibiting factors on the E- Government Master-plan policy implementation in the urban villages. E-Government Master-plan policy in Probolinggo, including in the urban villages, has been implemented, however, there are still shortcomings. The shortcomings include the followings: the results of communication has not been implemented properly, sources comprising of Renstra (5 year strategic plan), tupoksi ( main tasks and functions), and the cooperation authorities do not provide sufficient support to the policy implementation, dispositions / attitudes of the achieving implementers is not strengthened by a system of good rewards and the existing organizational structure has not implemented the programs and activities relevant to the specified target. The supporting factor of the E-Government Master-plan implementation in urban villages is the availability of designated institution that specifically handles the policy implementation, the Department of Communications and Informatics, while the inhibiting factors are the insufficiency of supporting facilities and infrastructure for the implementation of information technology based services in urban villages, lack of competent human resources to run the service smoothly as the result of recruitment that was not based on the competence and needs of employees, and the budget managed by the urban villages has not supported of the implementation information technology based services because the posture only comprises of office operating budget, there is no synergized budget with those of technical organizations.
