English Abstract
The world is facing a significant change in climatic conditions, with global warming issue. Muangklang Municipality is an example of the city that has development policies and measures to reduce GHG. The researcher aims to study about the implementation of Low Carbon City policy, including the roles of stakeholders. In propose to describe and analysis the Low Carbon City policy implemented in Muangklang municipality and explain and analysis the roles of stakeholders of the Low Carbon City policy in Muangklang municipality with Qualitative method. This study found that Muangklang municipality implements the policy under control of environment bureau. Even in Low Carbon City policy implementation in Muangklang municipality, every form of responsibility for the overall implementation of Low Carbon City Policy held by the Mayor and the head of each division. Mayor and the head of each division have authorities, to determine the required information and integrate it from each division. So they can determine the strategy and management in running the implementation. People or Stakeholders have to follow the guide from leader. It is not only Muangklang Municipality, but also there are many stakeholders in municipal and outside, such as people, local communities, private sector, other local government (using landfill that owned by Muangklang municipality) and NGOs that play role at the policy implementation. Stakeholders play their role in the policy implementation in various ways. Muangklang municipality, NGOs and local communities have very strong role in Low Carbon City policy implementation; it means that, in term of government sector, the role of stakeholder is strong in policy implementation. However in term of people and private sector are still lacks of participation. In addition, the people and municipal officers only follow the initiatives mayor or leader, without creativity.
