Abstract
Badan Pendapatan Daerah (BPD) Kabupaten Bondowoso merupakan instansi yang bertugas untuk membantu Bupati melaksanakan urusan pemerintahan yang menjadi kewenangan pemerintah Kabupaten di Bidang Pendapatan. Salah satu tugas di dalam instansi ini adalah memproses pelaporan BPHTB (Bea Perolehan Hak Atas Tanah dan Bangunan). Proses ini terjadi ketika terjadi transaksi jual beli tanah atau bangunan. Pihak penjual akan membayarkan PBB, sedangkan pembeli akan melaporkan BPHTB kepada pihak BPD Kabupaten Bondowoso. Dalam proses pelaporan tersebut, terdapat beberapa masalah yang terjadi dalam BPD. Masalah yang dihadapi oleh pihak Wajib Pajak adalah ketika ingin melaporkan BPHTB, Wajib Pajak harus mendatangi Kantor Pajak Pelayanan Pajak Pratama Kabupaten Situbondo untuk melakukan validasi Nilai Pasar atau Harga Transaksi dari tanah atau bangunan yang dibeli. Hal itu terjadi karena BPD tidak mampu untuk melakukan validasi Nilai Pasar secara mandiri. Selain itu, untuk pelaporannya, wajib pajak harus mengisikan 6 lembar formulir dengan isi yang sama namun berbeda tujuannya. Tentunya ini cukup menyulitkan pihak wajib pajak. Masalah yang dialami oleh pihak BPD sendiri adalah masih menyimpan berkas lampiran BPHTB secara manual, sehingga akan menyulitkan dalam pencarian berkas BPHTB dan mudah rusak. Berdasarkan masalah di atas, ditemukan solusi untuk mengembangkan sebuah sistem pelaporan BPHTB berbasis web yang mampu menampung segala proses pelaporan BPHTB secara efektif dan efisien. Dengan sistem ini, nantinya wajib pajak tidak perlu mendatangi KPP Pratama Situbondo, karena sistem ini dapat melakukan penghitungan Nilai Pasar terhadap tanah atau bangunan yang dilaporkan. Selain itu, wajib pajak juga hanya perlu mengisikan formulir BPHTB sebanyak satu kali, karena sistem dapat menduplikasi formuli tersebut secara otomatis. Lalu, sistem dapat menyimpan data BPHTB dalam bentuk digital, sehingga data BPHTB tidak mudah rusak. Metode yang digunakan untuk pengembangan ini adalah metode waterfall. Proses pengujian sistem ini menggunakan pengujian validasi dan kompatibilitas. Hasil pengujian menunjukkan bahwa kebutuhan fungsional yang telah didefiniskan sebelumnya berjalan dengan baik dan sesuai kebutuhan pengguna. Selain itu pengujian juga menunjukkan bahwa sistem dapat berjalan di beberapa browser umum.
English Abstract
Regional Income Agency (BPD) Bondowoso is the Agency tasked to help the Government carry out the Affairs of Regent became the authority of County Government in the area of revenue. One of the tasks in this instance is processing the reporting BPHTB (Bea acquisition of Rights over the land and buildings). This process occurs when there is buying and selling land or buildings. The seller will pay to the UNITED NATIONS, while buyers will be reported to the BPD BPHTB Bondowoso. In the reporting process, there are a few problems that occur in the BPD. Problems encountered ole party Taxpayer is when want to report BPHTB, Taxpayers must come to the tax office Tax Services Pratama Situbondo to perform validation of market value or the price of the transaction of land or buildings purchased. It happened because BPD is unable to validate a market value independently. In addition, for pelaporannya, the taxpayer should be filled in with the contents of the form sheet 6 the same but different purpose. Of course this is quite a difficult taxpayer party. The problems experienced by the BPD itself is still to save a file attachment BPHTB manually, so it will be difficult in the search file BPHTB and easy to damage. Based on the above issue, found a solution to develop a reporting system webbased BPHTB capable of accommodating all BPHTB reporting process effectively and efficiently. With this system, later taxpayers don't have to go to KPP Pratama Situbondo, because these systems can perform calculations against a market value of land or buildings that are reported. In addition, taxpayers also need only to fill out the form as much BPHTB one time, because the system can duplicate the formuli automatically. Then, the system can store data BPHTB in digital form, so that the data is not easily damaged BPHTB. The methods used for this development is the method waterfall. The process of testing the system using the validation and compatibility testing. The test results show that the functional requirements that have been previously didefiniskan going well and according to needs of users, in addition to the testing also shows that the system can run in multiple browsers.
