Abstract
Judul penelitian ini Analisis Konflik Angkutan Kota VS Transportasi Online di Kota Malang Tahun 2017-2018. Adanya permasalahan yang berujung konflik sosial berkaitan dengan datang dan beroperasionalnya transportasi online di Kota Malang pada awal tahun 2017. Kajian ini menganalisis proses konflik dengan menggunakan konsep proses konflik yang dijelaskan oleh Wirawan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini yaitu: pertama, terdapat dua faktor pemicu konflik yaitu kecemburuan sosial terkait penerapan aturan operasional angkutan umum dan kecemburuan ekonomi berkaitan turunnya pendapatan sopir angkutan kota. Kedua, ada konflik tersembunyi yaitu rasa benci dan tidak suka yang dinyatakan oleh para sopir angkutan kota terhadap keberadaan dan operasional transportasi online. Ketiga, adanya pencegatan atau sweeping membuat pihak terkait menentukan posisinya dan melakukan strategi interaksi konflik, hasilnya adalah kesepakatan zona larangan. Keempat, konflik bereskalasi. Ada tiga bentuk perubahan atau transformasi kondisi yang terjadi didalam fase ini, berkaitan tentang tindakan sopir angkutan kota, isu di dalam konflik dan kolektivitas interaksi konflik. Kelima, adanya penambahan pihak yang ikut berkonflik dan tindakan melanggar hukum yang dilakukan kedua pihak yang berkonflik. Keenam, resolusi konflik melalui cara arbitrase ditandai adanya PM Nomor 108 Tahun 2017, penerapan manajemen konflik yang dilakukan angkutan kota adalah kompromi, sedangkan transportasi online adalah menghindar. Ketujuh, adanya kemungkinan konflik lanjutan berkaitan tentang aturan PM Nomor 108 Tahun 2017 seperti penentuan kuota dan penolakan MK terhadap legalisasi ojek online sebagai angkutan umum.
English Abstract
The title of this research is Analysis Conflict of City Transportation vs. Online Transportation in Malang City in 2017-2018. There are problems that culminate in social conflicts related to coming and operating online transportation in Malang City in early 2017. This study analyzes the conflict process by using the concept of the conflict process described by Wirawan. The research method used in this study is a qualitative research method with a type of descriptive research. The results of this study are: first, there are two factors that trigger conflict, namely social jealousy related to the application of operational rules for public transport and economic jealousy related to the decline in the income of urban transport drivers. Secondly, there is a hidden conflict that is the hatred and dislike expressed by the drivers of urban transport towards the existence and operation of online transportation. Third, the interception or sweeping makes the parties determine their position and conduct conflict interaction strategies, the result is a ban zone agreement. Fourth, conflict escalates. There are three forms of change or transformation of conditions that occur in this phase, relating to the actions of city transport drivers, issues in the conflict and the interaction of conflict interactions. Fifth, there are additional parties involved in the conflict and unlawful acts committed by both parties to the conflict. Sixth, conflict resolution through arbitration is marked by PM Number 108 of 2017, the application of conflict management carried out by city transportation is a compromise, while online transportation is avoided. Seventh, there is a possibility of continued conflict regarding PM rules Number 108 of 2017 such as determining the quota and the refusal of the Constitutional Court on the legalization of online motorcycle taxi as public transportation.
