Abstract

Beras merupakan kebutuhan pangan pokok bagi sebagian besar masyarakat Indonesia sehingga menyebabkan tingginya tingkat konsumsi beras di Indonesia. Namun pada kenyataannya, produksi padi mengalami penurunan yang disebabkan oleh adanya kegiatan konversi lahan pertanian menjadi non pertanian di berbagai daerah. Perlu adanya upaya peningkatan produktivitas padi dalam mengatasi permasalahan tersebut. Upaya yang dapat dilakukan untuk meningkatkan produktivitas padi salah satunya dengan menggunakan benih bersertifikat. Benih bersertifikat memiliki beberapa keunggulan seperti meningkatkan hasil produksi, meningkatkan mutu produksi beras yang dihasilkan, rendemen beras tinggi dan mutunya seragam, keseragaman pertumbuhan, pembungaan dan pemasakan buah sehingga dapat dipanen sekaligus. Keuntungan yang didapatkan dengan menggunakan benih bersertifikat, tidak lantas menjadikan seluruh petani beralih menggunakannya. Masih terdapat petani menggunakan benih tidak bersertifikat yang didapatkan dari hasil panen sebelumnya untuk ditanam pada masa tanam berikutnya. Perbedaan penggunaan benih oleh petani padi, memunculkan perbedaan jumlah dan kualitas hasil panen karena benih bersertifikat memiliki banyak keunggulan seperti produksi yang tinggi. Perbedaan jumlah dan kualitas hasil panen ini tentu saja secara tidak langsung akan mempengaruhi perbedaan tingkat pendapatan yang didapatkan oleh petani yang menggunakan benih bersertifikat dengan petani yang menggunakan benih tidak bersertifikat. Pengambilan keputusan petani untuk melakukan kegiatan usahataninya dalam hal ini penggunaan benih, tentu saja terdapat faktor-faktor yang mempengaruhi. Faktor-faktor yang dipilih untuk mengetahui keputusan petani padi dalam menggunakan benih bersertifikat antara lain umur, tingkat pendidikan, pengalaman usahatani, luas lahan, dan pendapatan usahatani musim tanam sebelumnya. Tujuan dalam penelitian ini antara lain 1. Menganalisis perbedaan pendapatan usahatani padi antara petani yang menggunakan benih bersertifikat dan petani yang tidak menggunakan benih bersertifikat di Kelurahan Tasikmadu, Kecamatan Lowokwaru, Kota Malang. 2. Menganalisis faktor-faktor yang mempengaruhi pengambilan keputusan petani padi dalam menggunakan benih padi bersertifikat di Kelurahan Tasikmadu, Kecamatan Lowokwaru, Kota Malang. Metode penentuan lokasi dilakukan secara purposive dengan pertimbangan sebagian besar dari keseluruhan total populasi petani padi di sana masih menggunakan benih tidak bersertifikat. Metode penetuan responden yang digunakan dalam penelitian ini adalah metode sensus. Metode sensus merupakan metode penelitian yang menjadikan populasi sebagai keseluruhan subyek ii penelitian. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer diperoleh dari hasil wawancara terstruktur secara langsung dengan alat bantuan kuisioner. Sedangkan data sekunder diperoleh dari kantor Kelurahan Tasikmadu, Dinas Pertanian, dan instansi terkait lainnya. Metode analisis yang digunakan adalah analisis pendapatan usahatani dan uji beda ratarata serta metode analisis regresi logistik. Hasil penelitian ini antara lain: 1. Berdasarkan hasil analisis pendapatan usahatani, rata-rata pendapatan usahatani padi yang diterima oleh petani yang menggunakan benih bersertifikat dalam satu kali periode produksi musim tanam/Ha adalah sebesar Rp 13.487.514/Ha lebih tinggi dibanding rata-rata pendapatan usahatani padi petani yang menggunakan benih tidak bersertifikat sebesar Rp 9.332.869/Ha. Dalam uji beda rata-rata diperoleh hasil nilai thitung adalah sebesar 8,917 sedangkan nilai ttabel adalah sebesar 2,007. Sehingga tolak H0 dan terima H1 yang berarti terdapat perbedaan antara rata-rata pendapatan petani padi yang menggunakan benih bersertifikat dan petani padi yang menggunakan benih tidak bersertifikat. Karena Nilai thitung lebih besar dari ttabel dan nilai thitung (8,917) terletak di luar nilai ttabel - 2,007 dan ttabel +2,007 dengan tingkat signifikan 0,000. 2. Hasil regresi logistik didapatkan bahwa faktor yang mempengaruhi keputusan dalam menggunakan benih bersertifikat di Kelurahan Tasikmadu, Kecamatan Lowokwaru, Kota Malang adalah faktor luas lahan dengan tingkat signifikansi 0,014, serta faktor pendapatan usahatani musim tanam sebelumnya dengan tingkat signifikansi 0,004. Saran yang diberikan dalam penelitian ini adalah bagi petani yang masih menggunakan benih tidak bersertifikat mulai beralih untuk menggunakan benih bersertifikat di setiap musim tanamnya. Di samping itu, bagi petani dengan lahan yang cukup luas dan masih menggunakan benih tidak bersertifikat, mulai beralih untuk menggunakan benih bersertifikat karena hasil produksi yang didapatkan akah jauh lebih tinggi.

English Abstract

Rice is a necessity food for most of population in Indonesia so that it causes high rice consumption in Indonesia. But in fact, there are many conversion activities of farmland to non-farm in various areas. To overcome this problem, it is necessary efforts to increase productivity rice. One of the efforts can be done to increase productivity rice is using certified seeds. Certified seeds has some advantages such as increasing production, improving quality rice production is produced, the quality uniform, uniformity growth, acquiring and boiling that did not bear fruit that can be harvested all at once. The findings suggest that by using certified seeds, does not make all farmers diverting use it. There are still many farmers who did not use certified seeds, seed was obtained from the harvest to be planted in the planting. The difference seeds that used by rice farmers raising differences amount and quality harvest because certified seeds has many advantages such as high production. The difference amount and quality harvest is of course not directly affects different degrees income reaches by farmers who are using certified seeds with farmers who did not use certified seeds. There is a factor that affecting the decision making of rice farmers using seeds. These factors are chosen to know of rice farmers in using certified seeds among other age, the education level, rice farming experience, the land area, and rice farming income. The purposes in this research are: 1. To analyze the difference of income between farmers who are using certified seeds and the farmers who did not use certified seeds in Tasikmadu village, Lowokwaru subdistrict, Malang City. 2. To analyze the factors that affecting the decision making of rice farmers using certified seeds in Tasikmadu village, Lowokwaru subdistrict, Malang City. The methods used in this research is census method. Census method is a method or who made the population as a whole subject research. That the used data in this research is primary data and secondary data. Primary data obtained from an interview structured directly with the instruments help a questioner. Secondary data obtained from while ward office Tasikmadu, Agriculture Office, and other related institutions. The analysis methods used in this research are farming income analysis and different test analysis, and logistic analysis. The results of this research are: 1. Based on the result analysis of income, the average of income that was received by farmers who are using certified seeds in one time period production planting season/Ha is Rp 13.487.514/Ha, was higher than average of farmers who did not use certified seeds Rp 9.332.869/Ha. In different average test result was acquired the tcount was 8,917 while the ttabel was 2,007. It can be conclude that H0 is rejected, which means there are differences between income average of rice iv farmers who are using certified seeds and rice farmers who did not use certified seeds. Because the tcount is higher than ttable and the values of thitung (8,917) are located outside the ttabel -2,007 and ttabel 2,007 with significant level 0.000. 2. Logistic regression result obtained factors that affecting the decision using certified seeds in Tasikmadu village, Lowokwaru subdistrict, Malang City are, area of the land factor with high significance 0,014, and rice farming income with high significance 0,004. The suggestion is given in this research is for the farmers who still did not use certified seeds began to shift to use certified seeds in each planting season. In addition, for the farmers with enough land area and who still did not use certified seeds, began to shift to use certified seeds because production result much higher.
