Abstract

Indonesia merupakan negara agraris. Sebanyak 75% penduduk Indonesia saat ini tinggal di pedesaan dan lebih dari 54% di antaranya menggantungkan hidupnya pada sektor pertanian, dengan pendapatan yang relatif rendah dari pada penduduk di perkotaan. Pertanian masih merupakan mata pencaharian utama masyarakat pedesaan di tengah-tengah konversi lahan pertanian menjadi lahan industri yang semakin marak. Konversi lahan tersebut menyebabkan masyarakat pedesaan kehilangan pekerjaan di sektor pertanian. Sementara itu, masyarakat pedesaan yang mencoba merambah dunia industri, belum memiliki kemampuan untuk menggunakan teknologi baru seperti mesin-mesin pabrik yang memerlukan keterampilan khusus. Hal tersebut yang menyebabkan masyarakat desa tidak mampu bersaing di dunia industri, sehingga angka pengangguran semakin meningkat. Di tinjau dari kebijakan terutama dalam proses pembangunan dinas pertanian mempunyai tugas untuk menafsirkan setiap kebijakan pemerintah yang menyangkut kepentingan petani. Dinas pertanian pun mutlak menjadi sahabat petani yang siap membantu mereka dalam mengatasi kesulitan-kesulitan mereka. Karena dinas pertanian dinilai " mediator " antara lembaga-lembaga penemu dengan petani, itulah sebabnya mengapa dinas pertanian sering di anggap sebagai ujung tombak pembangunan pertanian.untuk itu dinas pertanian harus lebih progresif dan efektif seperti dengan memonitoring dan mengevaluasi secara terus menerus, menyangkut proses produksi, yang di perlukan oleh pertanian moderen tentunya mencakup semua aspek agribisnis (produksi, pasca panen, pengolahan, pemasaran dan harga). Penelitian ini memiliki rumusan masalah antara lain, membahas tentang peran dinas pertanian agar lebih produktif dan proaktif terhadap peran yang dituntut oleh petani, dimana peran dinas pertanian itu sendiri sangat membantu petani dalam menjalankan kegiatan usahataninya dimana peran dinas dituntut oleh masyarakat pertanian agar peran dinas yang ada dikecamatan muara batu kabupaten aceh utara bisa lebih membantu petani baik didalam penyediaan sarana produksi (penyediaan pupuk organik dan obat-obatan (pestisida), pengetahuan tentang teknik budidaya, pada intinya adalah meningkatkan hasil produksi padi, sehingga dapat meningkatkan kesejahtraan dan taraf hidup para petani. Hipotesis dalam penelitian ini adalah 1.diduga peran dinas pertanian terhadap efektivitas usahatani padi sawah yang berwawasan agribisnis sangat baik. 2. Diduga hubungan antara dinas pertanian dengan petani padi sawah yang ada di Kecamatan Muara Batu Kabupaten Aceh Utara sangat baik. Sehingga dapat mempengaruhi hasil produksi padi sawah dan juga dapat meningkatkan kesejahtraan kehidupan para petani padi sawah. 3.Diduga peran dinas pertanian sangat mempengaruhi tingkat produktivitas hasil panen, sehingga dapat meningkatkan taraf hidup para petani agar lebih baik di masa mendatang dengan adanya sistem usahatani yang berwawasan agribisnis. Penentuan lokasi penelitian ini dilakukan dengan sengaja (purposive), dengan alasan Kecamatan ini merupakan daerah yang mayoritas masyarakatnya bermata pencaharian sebagai petani padi pada sawah dan merupakan sentral produksi padi yang berada diurutan kelima di Kabupaten Aceh Utara. Objek dalam penelitian ini adalah petani padi sawah yang berada di Kecamatan Muara Batu Kabupaten Aceh Utara. Dengan Ruang Lingkup Penelitian yang terbatas pada Peran Dinas Pertanian Terhadap Efektivitas Pelaksanaan Kegiatan Usahatani Padi Sawah yang Berwawasan Agribisnis di wilayah kerja Dinas Pertanian. Hasil dari penelitian ini adalah secara umum peran dinas pertanian dalam penyediaan sarana produksi pada usaha tani padi sawah yang berwawasan agribisnis belum efektif, hal ini terbukti dari jawaban petani padi sawah yang mengatakan bahwa peran dinas pertanian belum begitu efektif .Untuk itu petani sangat mengharapkan agar dinas pertanian harus lebih meningkatkan perannya dalam membantu petani khususnya dalam proses penyediaan sarana produksi ,pupuk organik dan an organik sehingga petani tiak perlu mengeluarkan biaya produksi yang banyak karena disamping mahal juga sering terjadinya kelangkaan pupuk , harus adanya informasi dari dinas pertanian kepada petani padi sawah tentang jarak tanam yang baik , dan bagimana melakukan proses membasmi hama , penyakit dan bagaimana melakukan pemupukan , penyiangan dan pemanenan yang baik serta bagaimana mengajarkan cara pengolahan pasca panen dari gabah yang dihasilkan yang nantinya bisa meningkatkan keuntungan usaha tani dan bagaimana petani nantinya petani dapat melakukan proses pemasaran padi sawah yang berwawasan agribisnis.

Conversion of rural land is causing people to lose jobs in the agricultural sector. Meanwhile, rural people who tried to explore the industrial world, yet has the ability to use new technologies such as factory machines that require special skills. This caused the villagers are not able to compete in the industrialized world, thus increasing unemployment. In the review of the policy development process, especially in the agricultural department has a duty to interpret any government policy relating to the interests of farmers. Agriculture was absolute becomes a friend of farmers who are ready to assist them in overcoming the difficulties of the agricultural bureau difficulties farmer rated "mediator" between institutions and inventors to farmers, which is why the agricultural department is often considered as the spearhead of the official development should be more responsive agriculture more progressive and effective as with monitoring and evaluating ongoing, involves the production process, which is in need of modern agriculture course covers all aspects of agribusiness (production, post harvest, processing, marketing and pricing). This research has the formulation of the problem, among others, discusses the role of the agriculture department to be more productive and proactive towards the role demanded by farmers, the agriculture departments role can help farmers in carrying out farming activities in which the role of service demanded by the agricultural community for the role of existing Muara Batu regency north Aceh district could better help farmers both in the provision of means of production (supply of organic fertilizer and medicine (pesticides), knowledge about farming techniques, in essence, is to increase rice production, so as to improve the livelihoods and living standards of farmers. The hypothesis of this study is 1. suspected role of the agricultural department of the effectiveness of the vision of paddy farming agribusiness is very good. 2. Presumably the relationship between agricultural bureau with rice farmers in the subdistrict of Muara Batu, North Aceh district very well. So that can affect rice production and also to improve the livelihoods of the lives of rice farmers. 3. Presumably the role of the agricultural bureau obviously affects the productivity of crops, so as to improve the living standard of farmers for a better future in the presence of agribusiness oriented farming systems. Determining the location of this research is done on purpose (purposive), on the grounds of this district is an area that the majority community livelihood as rice farmers, rice and rice production is central to who was ranked fifth in the North Aceh district. The object of this research are rice farmers in Muara Batu subdistrict, North Aceh District. With the limited scope of research on the role of the Department of Agriculture On The Effectiveness of the Activity-Based Farming Paddy which Agribusiness in the working area of the Department of Agriculture.
