Abstract
Berdasarkan Peraturan Daerah Nomor 5 tahun 2012 tentang Rencana Tata Ruang Wilayah Propinsi Jawa Timur dan Rencana Tata Ruang Wilayah Kabupaten Mojokerto tahun 2012, Kawasan Strategis Propinsi dari sudut kepentingan sosial dan budaya di Kabupaten Mojokerto ditetapkan pada Kawasan Taman Majapahit. Berdasarkan Undang-undang Cagar Budaya, setiap orang yang berniat ataupun bahkan telah mengalihfungsikan bangunan atau kawasan cagar budaya dapat ditindak sesuai dengan prosedur dan hukum yang berlaku. Alih fungsi diijinkan apabila sesuai dengan peruntukkannya. Dalam konsep pelestarian pada rencana pengembangan Kawasan Taman Majapahit terdapat aspek perlindungan, pengembangan dan pemanfaatan. Salah satu upaya dalam mengendalikan pemanfaatan ruang pada suatu kawasan dapat dilakukan dengan pemberian insentif dan disinsentif. Kampung Majapahit merupakan sebutan bagi wilayah pembangunan Rumah Majapahit, berada di tiga desa yakni desa Bejijong, desa Sentonorejo dan desa Jatipasar. Tujuan utama pembangunan tersebut adalah penopang aktifitas pariwisata cagar budaya yang berada di Kecamatan Trowulan. Metode penelitian yang digunakan ialah analisis kesesuaian guna lahan dan analisis preferensi pemerintah pada prioritas bentuk insentif dan disinsentif melalui Analisis Hierarki Proses dengan mempertimbangkan aspek efektivitas produk pengendalian ruang. Hasil penelitian menunjukkan bahwa tata guna lahan eksisting di Kampung Majapahit masih sesuai dengan ketentuan zonasi cagar budaya. Sedangkan preferensi pemerintah melalui Analisis Hierarki Proses terhadap aspek politis memiliki bobot kriteria terbesar yaitu 0,45 dan insentif fiskal memiliki bobot alternatif tertinggi dengan 0,359, sehingga menjadi prioritas pertama.
English Abstract
Based on the Regional Regulation No. 5 of 2012 on Spatial Planning of East Java Province and Spatial Plan of Mojokerto Regency in 2012, the Strategic Area of Province from the point of social and cultural interest in Mojokerto Regency is set at Majapahit Park Area. Under the Cultural Heritage Act, any person who intends or even has altered the functioning of the cultural heritage building or area may be prosecuted in accordance with applicable law and procedures. The transfer function is permitted if it is in accordance with the designation. In the concept of conservation on the development plan of Majapahit Park area there are aspects of protection, development and utilization. One effort to control the use of space in a region can be done by providing incentives and disincentives. Kampung Majapahit is a designation for the construction of Majapahit House, located in three villages namely Bejijong village, Sentonorejo village and Jatipasar village. The main purpose of such development is the support of cultural tourism activities in the District Trowulan. The research method used is land suitability analysis and government preference analysis on priority form of incentive and disincentive through Hierarchy Analysis of Process by considering aspect of effectiveness of spatial control product. The results show that existing land use in Kampung Majapahit still in accordance with the provision of cultural heritage zonation. While government preference through Hierarchy Analysis Process on the political aspect has the greatest criterion weight that is 0.45 and fiscal incentive has the highest alternative weight with 0.359, so it becomes the first priority.
