Abstract
Pada penelitian ini penulis memfokuskan pada kerjasama Joint Action Plan yang dibuat oleh Uni Eropa – Turki untuk mengatasi krisis migran asal Suriah yang melanda Eropa, diawali pada tahun 2014-2016. Dengan jenis penelitian deskritif maka peneliti akan menggambarkan bentuk kerjasama yang dilakukan secara jelas. Dalam JAP Uni Eropa- Turki ini penulis menggambarkan bentuk kerjasama menggunakan konsep Cross-border cooperation. Konsep ini menjelaskan bentuk kerjasama melalui penggambaran kegiatan yang akan dilakukan dan sudah dilakukan melalui kerangka kerja JAP ini. Didasari dengan permasalahan di Eropa akibat banyaknya migran ilegal, dan ketidakmampuan Uni Eropa menangani krisis migran ini, serta peran besar Turki membendung migran asal Suriahsehingga melakukan kerjasama. Maka penulis melihat penting untuk melakukan penelitian mengenai kerjasama Uni Eropa-Turki, untuk dapat menggambarkan bentuk kerjasama kedua pihak, baik dalam hal operasionalisasi maupun finansial.
English Abstract
In this research will focus on a Joint Action Plan prepared by the European Union - Turkey to overcome the crisis that hit Europe fromthe Syrian migrants, beginning in the 2014 to 2016. With this type of descriptive study, the researcher will describe the forms of cooperation carried out clearly. In the EU-Turkey JAP, the author describes the forms of cooperation using the concept of cross-border cooperation. This concept describes the forms of cooperation through the depiction of activities to be done and has been done through the framework of this JAP. Inspired by the problems in Europe due to the number of illegal migrants, and the inability of the EU to tackle these migrantscrisis, as well as a great role Turkey stem the migrant from Syria. The authors see it is important to conduct research on EU-Turkey cooperation, to be able to describe the form of cooperation between the two parties, both in terms of operationalization and financially.
