Abstract
Regional autonomy to make the area given authority to manage and regulate all the affairs of his own government including in financial matters. The consequence of that is the local government should make a long-term development plan and medium-term, including at the village level, the village districts Segodorejo Sumobito Jombang district also conducts planning medium and long term village. Development planning process is done by involving the community through BPD in rural development planning forum (musrenbang village).The purpose of this study is to describe and analyze the partnership between the BPD and village governments in the development plan medium and long term as well as the constraints of what is happening in a partnership between the BPD an the village government in the medium term development plan and long. This research use descriptive research with qualitative approach and using data analysis methods Miles and Huberman namely data collection, data reduction, data presentation and conclusion. Based on the results of research that has been done partnership between BPD and the village government in development plans in the medium and long term rural districts Segodorejo Sumobito Jombang district has been run well between the village administration with BPD. Segodorejo village government considers that the presence of BPD is really a partner or partners in building a joint team Segodorejo duly village. Communication and coordination were pretty good between village government and BPD is able to accomplish the results effectively and efficiently as well as the creation of cooperative and capable efficiency in the formulation of development plans. Further obstacles that occur in a partnership between the BPD and the village government in the medium term development plan and long in the village Segodorejo the internal constraints and external constraints. The internal obstacles are the incentives or income is still inadequate, and the system of direct election by public figures who still have family tree. While the external constraints include the presence of people who are less concerned and the absence of a special place for BPD as the central administrative activities like other legislative bodies. The proposed recommendation include: BPD should socialize more intense, BPD need to create a policy associated with the visit of members of the BPD, the need for effort in a relationship that is more effective, it could be done by holding a Group Discussion Forum in the planning phases of the improvement routine. Needs completion of participatory planning stages.
