English Abstract

This research was conducted based on the increasing demands of society that expects a change in the bureaucratic system in Indonesia to be able to provide better service than before. In order to meet this demand, Indonesian National Police (Polri) as the institutions that providing services in form of security and public order which also participated in the governments bureaucratic reform program is issuing a SK. Kapolri No. Pol. SKEP / 360 / VI / 2005 on Grand Strategy of Polri: 2005-2025 as the basis for the implementation of Polri’s Bureaucracy Reform for the whole ranks of Polri, that held on 3 aspects: Structural, Instrumental and Cultural aspects. Based on these matters, this study aimed to describe and analyze processes and the supporting and inhibiting factors in the Bureaucracy Reform of Public Services in Indonesian National Police at Malang City’s Resort Police. This research uses descriptive method with qualitative approach. Source data from this study were obtained through interviews, observation, and documentation. Data analysis was performed by using Miles and Huberman models. Research results show the Polris Bureaucracy Reform of Public Services in Malang City’s Resort Police has been done by changing organizational structure, make adjustment on existing regulations and legislation, giving variety of training to improve the quality of personnel and applying new concept of culture in personnel recruitment. This is can be seen through service improvement and implementation of various innovations in public services. The supporting factors are the adequate number of Polri personnel, the availability facilities and infrastructure, and new culture concept implementation. While inhibiting factors are the high ratios between Polri personnel of Malang City’s Resort Police and Malang City’s population, Standard Operating Procedures (SOP) still not feasible, and lack of understanding from the personnel regarding with Polri’s Bureaucracy Reforms. From these results then it can be advisable to always create strong cooperation with society and providing training for the personnel regarding with field of policy formulation and RBP.
