Abstract

Semakin meningkatnya kebutuhan pelayanan publik khusunya pada bidang pertanahan dibutuhkan upaya pemerintah untuk memberikan pelayanan pertanahan melalui Badan Pertanahan Nasional Republik Indonesia (BPN RI) sebagai badan yang menjalankan bidang administrasi pertanahan. Dalam mewujudkan pelayanan yang lebih efektif kepada masyarakat, BPN RI melakukan sebuah reformasi dengan menciptakan program yang dinamakan Quick Wins. Program Quick Wins telah dijalankan sejak surat keputusan (SK) diturunkan oleh Kepala BPN RI yaitu Keputusan Kepala Badan Pertanahan Nasional Republik Indoesia Nomor. 37/KEP-3-41/II/2014 Tentang Program Quick Wins dengan memberikan wewenang kepada setiap kantor pertanahan untuk melaksanakan Quick Wins khusunya Kantor Pertanahan Kabupaten Pasuruan. Tujuan dari penelitian ini untuk mendeskripsikan dan menganalisis efektivitas Quick Wins dalam pelayanan administrasi pertanahan pada Kantor Pertanahan Kabupaten Pasuruan. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif dan menggunakan analisis model interaktif dari Miles, Huberman dan Saldana (2014) Hasil dari penelitian ini menunjukan bahwa dalam pelaksanaan Quick Wins telah berjalan dengan efektif sebab sesuai dengan tujuan dari Quick Wins yaitu mempercepat pelayanan pertanahan kepada masyarakat sebagai pemohon pelayanan. Efektivitas Quick Wins tersebut dilihat dari cara penyampaian pelayanan terhadap masyarakat antara lain, kesederhanaan, kepastian dan kejelasan, keamanan, keterbukaan, efisiensi, ekonomis, keadilan, dan ketepatan waktu. Faktor pendukung dalam pelaksanaan Quick Wins adalah adanya koordinasi antar pegawai, kemampuan pegawai, dan ketepatan waktu penyelesaian pelayanan. Adapun faktor penghambatnya yaitu masalah jaringan dan pencarian berkas. Saran yang direkomendasikan antara lain melakukan perekruitan tenaga khusus pada bidang teknis jaringan atau melakukan kerjasama dengan pihak penyedia jasa teknis jaringan guna mengatasi masalah apabila terjadi secara mendadak dan melakukan pengarsipan berkas dengan mengoptimalkan ruang khusus untuk menyimpan salinan arsip sertifikat agar mempermudah pencarian berkas untuk penyelesaian proses pelayanan.

English Abstract

The improvement of public service on land affair was requiring the government to intervene land affair service through National Land Agency of Indonesia Republic (BPN RI) as the agency that was assigned with land administration affair to deal with various issues of land administration. Insisting on producing more effective service to the community, BPN RI conducted a reformative measure by creating a program called Quick Wins. Indeed, Quick Wins Program was launched by the Decree (SK) of the Head of BPN RI No.37/KEP-3-41/II/2014 on Quick Wins Program, and it was implemented by giving a discretion to every land office which would facilitate the office to perform Quick Wins. The Land Office of Pasuruan Regency was not excluded in this matter. The objective of research was to describe and analyze the effectiveness of Quick Wins in land administration service at the Land Office of Pasuruan Regency. Research type was descriptive with qualitative approach. Data analysis technique was interactive mode proposed by Miles, Huberman and Saldana (2014). Result of research indicated that Quick Wins was effectively implemented because it was already suitable with the goal of Quick Wins, respectively to accelerate the speed of land service given to the community as service user. Quick Wins effectiveness could be understood in term of how the service was delivered to the community. It was measured through several aspects such as simplicity, certainty and clarity, security, openness, efficiency, economic, justice, and punctuality. Factors supporting Quick Wins implementation were coordination between employees, employee competence, and punctuality in accomplishing service delivery. The constraining factors included the network problem and the confusing document searching process. Some recommendations were given. Specialist or specific workers, especially those with expertise in network engineering, should be hired or considered in recruitment list. The cooperation with service providers or network engineers might be helpful to resolve certain problems including sudden breakdown. Paper archive management had provided a special warehouse to keep the copies of certificate archives to accelerate document searching on behalf on service accomplishment.
