Surabaya Zoo was a potential tourist resort for animals and plants that could be developed as a tourist destination in Surabaya City. It may conform to the vision of Surabaya Zoo that “Surabaya Zoo must be held for conservation, education and recreation structures”. Tourism sector was aimed to be the important sector due to its high contribution. Surabaya Zoo had been managed with this goal but it faced obstructions. Therefore, it needed seriously proper strategies for tourism development. Indeed, the objective of research was to understand, to analyze and to describe the implementation of tourism development strategies for Surabaya Zoo, and the factors supporting and constraining the implementation of strategies. Research type was descriptive with qualitative approach. Focus of research was given upon the strategies used by the management of Surabaya Zoo, the implementation of strategies, and the factors supporting and constraining the implementation. Data were collected from the interview and documents related with the implementation of tourism development strategies of Surabaya Zoo as Tourism Destination in Surabaya City. Research used interactive model data analysis from Miles, Huberman and Saldana by describing, exposing, illustrating, discussing problems, and drawing conclusion from the problem. Result of research indicated that there were three strategies applied by Surabaya Zoo (Kebun Binatang Surabaya, KBS). These strategies were: improving attractions or products of tourism in KBS by attending ethics and welfares of animals; promoting KBS as being oriented toward effectiveness, efficiency, and goal precision; and optimizing various efforts to enforce and to extend network of cooperation, as well as improving partnership. The implementation of strategies was elaborated into six programs, including Tourism Attraction Development, Structure and Infrastructure Development, Service Quality Improvement, Structure and Infrastructure Development, Market Analysis on Promotion and Marketing, Utilization of Information Technology in Marketing, and Facilitation of Management Aid. The indicator whether strategies were implemented was seen on the fact that the number of tourists was fluctuating. Factors supporting the implementation of strategies were the great potentials of Surabaya Zoo, the presence of structures and infrastructures, the participation of communities, and the stable condition of security. The constraining factors included a limited budget and a poor management of social media.
