Abstract
Jawa Timur merupakan salah satu daerah terbaik dalam bidang pertanian. Kondisi lahan, cuaca dan iklim Jawa Timur cukup menunjang dalam peningkatan sektor pertanian. Jagung menjadi salah satu komoditas di sektor pertanian yang dapat dibudidayakan di Jawa Timur. Menurut Badan Pusat Statistik (2016), produksi jagung Provinsi Jawa Timur pada tahun 2014 sebesar 5,7 juta ton. Peningkatan terjadi pada tahun 2015 yang mampu memproduksi jagung sebesar 6,13 juta ton, jumlah tersebut menunjukkan peningkatan sebesar 6,86 persen. Wilayah sentra jagung Jawa Timur salah satunya yaitu berada di Kabupaten Lamongan. Daerah yang terletak di pantai utara Jawa Timur ini merupakan salah satu wilayah yang dapat menghasilkan produksi jagung dengan hasil yang cukup tinggi. Hasil produksi yang dapat dihasilkan pada tahun 2016 sebesar 378.977 ton/tahun dan produktivitas yang mampu dihasilkan Kabupaten Lamongan pada tahun 2016 sebesar 6,246 ton/ha (BPS,2017). Dukungan pemerintah setempat berupa pemberian benih unggul jagung kepada petani juga dilakukan, benih jagung jenis hibrida DK959. Jenis jagung yang banyak diproduksi oleh petani di Kabupaten Lamongan yaitu jagung sebagai bahan baku pakan ternak. Petani banyak menjual hasil panen berupa jagung pipil kering. Jagung pipil dalam pemanfaatan nya digunakan sebagai bahan baku industri seperti pakan ternak. Kecamatan Paciran merupakan pemilik lahan panen terluas di Kabupaten Lamongan sebesar 9.304 ha jika dibandingkan dengan beberapa kecamatan lainnya di wilayah Lamongan. Tujuan dalam penelitian ini yaitu menganalisis tingkat efisiensi teknis, alokatif, dan biaya petani. Selain itu, dalam penelitian ini juga mengetahui kecenderungan dari karakteristik responden. Penentuan lokasi penelitian dilakukan secara purposive, yaitu di Desa Sendangagung, Kecamatan Paciran, Kabupaten Lamongan, Jawa Timur. Daerah ini dipilih dengan pertimbangan sebagai salah satu daerah sentra jagung yang terdapat pada daerah Jawa Timur. Penelitian ini dilaksanakan pada bulan September hingga Oktober 2017. Dalam menentukan responden, penelitian ini menggunakan metode Stratified random sampling. Langkah awal untuk menentukan responden dengan cara membuat pengelompokan untuk responden. Responden di kelompokkan sesuai dengan luas lahan yang dimiliki oleh petani di Desa Sendangagung, Kecamatan Paciran, Kab.Lamongan, Jawa Timur. Pada survei awal, didapatkan jumlah populasi petani sebanyak 205 petani yang sesuai dengan kriteria penelitian. Dari jumlah tersebut, peneliti mengambil 30% populasi sebagai sampel. Sampel yang digunakan 62 petani. Pemilihan petani dilakukan secara acak sesuai dengan pengelompokan. Teknik penggambilan data menggunakan Data Envelopment Analysis. Hasil yang diperoleh dalam penelitian ini, rata-rata pada efiensi teknis, alokatif dan biaya petani belum dapat mencapai tingkat full efisien. Karakteristik responden terdapat 3 karakteristik yaitu usia, tingkat pendidikan dan jumlah tangungan keluarga. Sebagian besar petani merupakan petani dengan usia kerja produktif, namun secara pendidikan sebagian besar petani memiliki pendidikan rendah yaitu SD. Jumlah tanggungan keluarga yang dimiliki oleh petani hanya berkisar 1 orang hingga 3 orang. Saran mengurangi penggunaan input sangat direkomendasikan kepada petani agar petani yang masih inefisien dapat lebih efisien. Peran penyuluh untuk mentransfer informasi kepada petani sangat dibutuhkan secara berkala. Pendidkan non formal petani sangat dibutuhkan untuk membantu petani mencapai tingkat efisiensi.
English Abstract
East Java is one of the best areas in agriculture. The condition of the land, weather and climate of East Java is sufficient to support the improvement of the agricultural sector. Maize became one of the commodities in agriculture sector that can be cultivated in East Java. According to the BPS (2016), corn production of East Java in 2014 amounted to 5.7 million tons. The increase occurred in 2015 which is capable of producing maize of 6.13 million tons, the number represents an increase of 6.86 percent. East Java maize center area one of which is located in Lamongan Regency. The area located on the north coast of East Java is one area that can produce corn production with high yield. The production yield that can be produced in 2016 is 378,977 tons / year and the productivity that can be produced by Lamongan Regency in 2016 is 6,246 tons / ha (BPS, 2017). Local government support in the form of seeding of maize seeds to farmers is also done, maize seed type hybrid DK959. Type of corn that is produced by farmers in Lamongan is corn as raw material for animal feed. Farmers sell a lot of dry corn pods. Dry corn pods in its utilization is used as industrial raw materials such as animal feed. Paciran district is the owner of the largest harvest area in Lamongan regency of 9.304 ha when compared with some other districts in Lamongan. The purpose of this research is to analyze the level of technical efficiency, allocative, and cost. In addition, in this research also know the tendency of the characteristics of respondents. Determination of location of research conducted by purposive, that is in Sendangagung Village, District Paciran, Lamongan Regency, East Java. This area was chosen with consideration as one of the corn center area found in East Java. This research was conducted from September to October 2017. In determining the respondents, this research used Stratified random sampling method. The first step to determine the respondents by making a grouping for the respondents. Respondents are grouped according to land area owned by farmers in Sendangagung Village, Paciran Subdistrict, Kab.Lamongan, East Java. In the preliminary survey, it was found that there were 205 farmers population in accordance with the study criteria. Of these, researchers took 30% of the population as samples. Sample used 62 farmers. The selection of farmers is done randomly according to the grouping. Data collecting technic using Data Envelopment Analysis. The results obtained in this study, the average on the technical efficiency, allocative and cost farmers have not been able to achieve full efficient level. Characteristics of respondents there are 3 characteristics of age, education level and the dependents of the family. Most of the farmers are farmers with productive working age, but educationally most of the farmers have low education that is elementary school. The dependents of famuly by farmers ranges from 1 person to 3 persons. Suggestion of reducing the use of input is highly recommended to farmers so that farmers who are inefficient can be more efficient. The role of extensionists to transfer information to farmers is needed on a regular basis. Non-formal education of farmers is needed to help farmers achieve efficiency levels
