Abstract

Tujuan penyelenggaraan pemilihan umum yaitu: untuk memungkinkan terjadinya peralihan kepemimpinan pemerintahan secara tertib dan damai; Untuk memungkinkan terjadinya pergantian pejabat yang akan mewakili kepentingan rakyat di lembaga perwakilan; Untuk melaksanakan prinsip kedaulatan rakyat; dan Untuk melaksanakan prinsip hak-hak asasi warga negara (Asshiddiqie, 2006). Berdasarkan tujuan pemilu tersebut maka perlu adanya pemberian pemahaman kepada masyarakat mengenai tujuan dan fungsi dari pemilu sehingga dapat meningkatkan partisipasi masyarakat dalam pemilu karena partisipasi masyarakat dalam pemilu mewujudkan kedaulatan rakyat sebagai indikator dari demokrasi. Menurut Tarigan (2009) Partisipasi masyarakat dalam pemilu tidak lepas dari kondisi atau sistem politik yang sedang berproses. Sedangkan menurut Firmanzah (2012:128) Ketertarikan masyarakat untuk berpartisipasi dalam memilih partai politik tertentu dalam pemilu dikarenakan strategi marketing dari partai politik yang baik. Sehingga, dapat disimpulkan bahwa partisipasi politik masyarakat dalam pemilu tergantung dari perilaku pemilih masyarakat dimana perilaku pemilih sendiri dipengaruhi oleh kesadaran politik pemilih dan kepercayaan pemilih kepada pemerintahan. Adapun tujuan penelitian ini adalah menggambarkan kecenderungan perilaku pemilih masyarakat Kabupaten Bojonegoro dalam pemilihan umum legislatif tahun 2014 dan menggambarkan kategori perilaku pemilih pada masyarakat Kabupaten Bojonegoro. Jenis penelitian yang digunakan adalah deskriptif survei dengan pendekatan kuantitatif. Lokasi penelitian berada di Kabupaten Bojonegoro dengan populasi penelitian adalah seluruh masyarakat Kabupaten Bojonegoro yang terdaftar sebagai daftar pemilih tetap oleh Komisi Pemilihan Umum (KPU) yaitu berjumlah 1.032.661 orang. Sedangkan, sampel responden pada penelitian ini adakah sebanyak 150 responden. Pada penelitian ini menggunakan teknik analisis statistik deskriptif melalui distribusi frekuensi dan distribusi rata-rata. Berdasarkan hasil penelitian terkait perilaku pemilih pada masyarakat kabupaten bojonegoro dalam penyelenggaraan pemilihan umum legislatif tahun 2014 dapat ditarik kesimpulan sebagai berikut: 1. Hasil analisis dengan menggunakan analisis statistik deskriptif menunjukkan bahwa kecenderungan perilaku pemilih masyarakat Kabupaten Bojonegoro adalah sebagai berikut : a) Memilih calon legislatif dengan mempertimbangkan kualitas calon legislatif (X2.1.1), b) Memilih calon legislatif karena partai politik/calon legislatif menjalankan tugas dengan baik dan mampu menyelesaikan permasalahan yang ada saat menjabat (X2.1.3), c) Memilih calon legislatif karena kesesuaian visi-misi (X3.1.1), vii d) Memilih calon legislatif dengan mempertimbangkan kualitas partai politik (X2.1.2), e) Memilih calon legislatif dengan mempertimbangkan tingkat pendidikan calon (X1.2.1), f) Memilih calon legislatif karena janji calon legislatif terkait program/kebijakan yang akan dilaksanakan kandidat jika terpilih (X3.2.1). 2. Berdasarkan kecenderungan perilaku pemilih masyarakat tersebut diketahui bahwa terdapat tiga pendekatan perilaku pemilih masyarakat yaitu: a. Pendekatan Sosiologis b. Pendekatan Psikologi c. Pendekatan Rasional Berdasarkan hasil analisis kecenderungan perilaku pemilih masyarakat Kabupaten Bojonegoro diketahui bahwa keseluruhan item tertinggi masuk dalam kategori pemilih yang berorientasi pada policy problem solving. Sehingga, dapat ditarik kesimpulan bahwa jenis pemilih pada masyarakat Kabupaten Bojonegoro adalah jenis pemilih rasional. Selain itu juga mengasumsikan bahwa kesadaran politik masyarakat Kabupaten Bojonegoro dalam pemilihan umum legislatif sudah baik dilihat dari jumlah partisipasi masyarakat yang termasuk tinggi dan kecenderungan perilaku pemilih masyarakat termasuk dalam jenis pemilih rasional yang lebih menenkannkan pada policy problem solving. Adapun saran dalam penelitian ini adalah bagi Pemerintah Kabupaten Bojonegoro, KPUD Kabupaten Bojonegoro, Partai Politik dan Calon Legislatif mendatang diharapkan lebih memperhatikan aspek yang merupakan kecenderungan perilaku pemilih masyarakat Kabupaten Bojonegoro yaitu Memilih calon legislatif dengan mempertimbangkan kualitas calon legislatif (X2.1.1), Memilih calon legislatif karena partai politik/calon legislatif menjalankan tugas dengan baik dan mampu menyelesaikan permasalahan yang ada saat menjabat (X2.1.3), Memilih calon legislatif karena kesesuaian visi-misi (X3.1.1), Memilih calon legislatif dengan mempertimbangkan kualitas partai politik (X2.1.2), Memilih calon legislatif dengan mempertimbangkan tingkat pendidikan calon (X1.2.1), dan Memilih calon legislatif karena janji calon legislatif terkait program/kebijakan yang akan dilaksanakan kandidat jika terpilih (X3.2.1) dalam meningkatkan kesadaran politik masyarakat atau dalam memberikan pendidikan politik kepada masyarakat dan dalam memperoleh dukungan dari masyarakat bagi partai politik atau calon legislatif.

English Abstract

The objectives of the elections as follows: transitional government to allow the occurrence of leadership in an orderly manner and peaceful; to allow the occurrence of the turn of the official who will represent the interests of the people in an institution representative; to implement the principle of sovereignty of the people; and to implement the principle of the rights of a citizen (Asshiddiqie, 2006). Based on the purpose of the election and requires the granting of understanding to the public on the purpose and functions of the election so can increase public participation in elections because public participation in elections externalisehis sovereignty the people as an indicator of democracy. According to Tarigan (2009) public participation in elections can not be separated from the condition or a political system that is being process. Meanwhile, according to Firmanzah (2012:128) public interest to participate in choosing particular political party in elections because of marketing strategy of the political party that is good.Thus, can be concluded that political participation in elections depends on people behavior pemilih the communities of which behavior pemilih own influenced by consciousness of political pemilih and trust pemilih to the government.The purpose of research on this research is describing a tendency behavior pemilih society district Bojonegoro in an election legislative 2014 and describe the category of behavior Bojonegoro district voters on the society. The kind of research used is descriptive survey with the quantitative approach. The research areas are in the district of Bojonegoro with a population of the community research is the whole district of Bojonegoro enrolled as regular voters by the general election commission (KPU) is totaled 1.032.661 people and a sample of respondents in this research are as many as 150 respondents. In this research uses the technique of statistical analysis descriptive through a frequency distribution and mean distribution. Based on the results of associated research behavior pemilih on society district Bojonegoro in the implementation of legislative elections 2014 conclusions may be drawn as follows: 1. The result analysis by the use of statistical analysis descriptive show that tendency behavior pemilih society district bojonegoro is as follows: a) Pick the candidate legislature for legislative consider the quality of a candidate (X2.1.1), b) Pick the candidate legislature because of a political party/legislative candidates running their duty with good and able to resolve existing problems when served (X2.1.3), c) Pick the candidate legislative conformity visi-misi because (X3.1.1), ix d) Pick the candidate legislature to consider the quality of political party (X2.1.2), e) Pick the candidate legislative considering the education level of a candidate (X1.2.1), f) Select the candidates promise a candidate because legislative related legislative program/policy to be executed candidates it if elected (X3.2.1). 2. Based on a tendency behavior pemilih society it is known that there are three approach behavior pemilih society that is: a. Sociological approach, b. Psychology approach, c. Rational approach. Based on the result analysis of the tendency of behavior pemilih society district bojonegoro known that the whole items highest included in the category of voters that is oriented toward policy the problem solving. So that, can be drawn the conclusion that the type of voters in the district of Bojonegoro is the type of rational voter. It also assumes that political awareness in society district Bojonegoro legislative elections have been good seen from the number of community participation, including high and inclinations behavior pemilih society included in a kind of pemilih rational more menenkannkan on policy the problem solving. The suggestions in this research is for governments Bojonegoro, KPUD district Bojonegoro, political parties and candidates next legislature is expected to pay more attention to the aspect of which is the tendency behavior pemilih society district Bojonegoro which is pick the candidate legislative considering the quality of a candidate legislative (x2.1.1), pick the candidate legislature because of a political party/legislative candidates running errands well and able to resolve existing problems when served (x2.1.3), pick the candidate legislature because of conformity visi-misi (x3.1.1), pick the candidate legislative considering the quality of a political party (x2.1.2), pick the candidate legislative considering the level of education (x1.2.1), a candidate and pick the candidate legislature because promise a candidate legislative program/policy related to be executed candidates if elected (x3.2.1) in raising awareness in society or political give an education to the people and in acquiring support of the candidates for political party or legislature.
