Abstract
Tesis sarjana ini, penulis mengangkat masalah tentang upaya kepolisian Pamong Praja dalam manajemen dan pengawasan vendor jalanan. Latar belakang tentang judul itu karena peningkatan keberadaan sektor informal seperti vendor jalanan dikhawatirkan untuk menambah masalah di daerah perkotaan, karena keberadaannya dianggap menciptakan kekacauan, kemacetan lalu lintas, dan mengganggu kebersihan dan daya tarik fisik kota. Berdasarkan penjelasan di atas, formulasi masalah dalam penelitian ini adalah: (1) Bagaimana upaya pasukan polisi dalam mengatur pedagang kaki lima di Kota Mojokerto? (2) Apa faktor pendukung dan menghambat kepolisian untuk mengatur vendor jalanan menuju kota Mojokerto yang indah dan tertib? Hasil tentang tesis ini adalah penelitian empiris dengan pendekatan sosiologis yuridis. Lokasi penelitian di Kantor Kota Mojokerto dan kantor polisi Pamong Praja Police bekerja untuk mendapatkan data yang valid, relevan dan akurat. Data yang digunakan penelitian ini adalah data primer dan data sekunder. Maka data itu dianalisis membuat metode analisis deskriptif. Berdasarkan penelitian dengan metode itu, banyak masalah adalah meningkatnya jumlah vendor jalanan di Mojokerto membuat pemerintah kota bertindak untuk menyediakan tanah baru sesuai dengan pengaturan kota, sehingga meminimalkan pedagang kaki lima tempat umum, Trotoar, taman bermain, dan sebagainya. Lokasi kegiatan mereka yang menyebabkan kemacetan lalu lintas dengan memberikan larangan vendor jalanan untuk menggunakan tempat-tempat umum, jalan umum, trotoar, kecuali untuk daerah yang telah ditunjuk dan diizinkan oleh otoritas kota untuk menjaga ketertiban, kecantikan, keamanan, ketenangan, dan ketenangan Kebersihan Mojokerto. Waktu untuk kegiatan / perdagangan, berupaya untuk membatasi atau mengurangi kepadatan lokasi yang sering ditempati oleh vendor jalanan, zaman kegiatan mereka harus menjadi solusi mereka mengingat batas waktu untuk menjual jam-jam 22 tahun. : 00 pm - xii 23:00 PM. Penggunaan peralatan yang sangat direkomendasikan peralatan seperti gerobak yang memiliki roda, karena sifat peralatan ini yang mobile atau mudah bergerak, sehingga akan mudah diangkut setelah penjualan daripada menggunakan peralatan yang sering ditinggalkan setelah dijual. Ada kebutuhan untuk modifikasi atau revisi peraturan No. 5 tahun 2005 yang mengatur organisasi dan pengembangan vendor jalanan di Mojokerto untuk disesuaikan dengan kondisi vendor saat ini. Sehingga untuk menciptakan pemahaman bersama antara makna pengaturan vendor yang dapat mendukung implementasi vendor program restrukturisasi yang ditetapkan dalam Peraturan Daerah No. 5 tahun 2005 tentang penataan dan pengembangan vendor jalanan di Kota Mojokerto. Rekomendasi tentang hasilnya adalah dalam bersosialisasi melawan vendor jalanan, pendekatan pribadi harus dilakukan bahwa vendor nantinya akan merasa bahwa mereka dan aspirasi mereka dihargai dan dengan demikian mereka dapat mengungkapkan apa yang dibutuhkan vendor. Untuk relokasi, lebih banyak integrasi pemerintah daerah yang bertanggung jawab menangani pengaturan dan vendor konstruksi, terutama lembaga layanan yang telah ditunjuk untuk melaksanakan pengaturan vendor jalanan di Mojokerto, sehingga penataan dan pembinaan dapat berjalan dengan baik.
English Abstract
This undergraduate thesis, writers lift the problem about the effort of Pamong Praja Police Force in Management and Supervision of Street Vendors. Background about that title because increasing the presence of the informal sector like street vendors is feared to add to the problem in urban areas, because its existence is considered to be creating chaos, traffic congestion, and interfere with the cleanliness and the physical attraction of the city. Based on the above explanation, the formulations of problem in this research are: (1) How are the efforts of the Police Force in Organizing street vendors in Mojokerto City? (2) What are the factors supporting and hindering the Police Force to Organize street vendors towards beautiful and orderly Mojokerto City? The result about this thesis is empirical research with make juridical sociologis approach. Location of Research in Mojokerto’s Town Square and Pamong Praja Police Force’s offices work to get the data valid, relevant and accurate. Data used this research is primary data and secondary data. Then that data got analyzed make a descriptive analysis method. Based on research with that method, many problems are the increasing number of street vendors in Mojokerto makes the city government act to provide new land in accordance with the arrangement of the city, thus minimizing the street vendors who were on the streets as public places, sidewalks, playgrounds, and so forth. The location of their activities which cause traffic congestion by providing a ban on street vendors to use public places, public roads, sidewalks, except for the area that has been designated and permitted by the city authorities to maintain order, beauty, security, tranquility and cleanliness of Mojokerto. Time for the activities / trading, make efforts to limit or reduce the density of the locations that are often occupied by street vendors, the times of their activities should be their solution given that the deadline for selling hours of their activities between the hours of 22:00 pm - xii 23:00 pm. The use of the equipment that are highly recommended equipment like carts that have wheels, due to the nature of these equipment which are mobile or easily moving, so it will be easily transported after selling than using equipment that are often abandoned after finished selling. There is a need for modification or revision of regulation No. 5 of 2005 which regulates the organization and development of street vendors in Mojokerto to be adapted to the conditions of the vendors at this time. So as to create a shared understanding between the meaning of the arrangement of vendors that can support the implementation of the restructuring program vendors set out in the local regulation No. 5 of 2005 on the structuring and development of street vendors in Mojokerto City. The recommendation about the result is in socializing against street vendors, a personal approach should be made that vendors will later feel that they and their aspirations are appreciated and in so doing they can express exactly what vendors need. For relocation, more integration of local governments in charge of handling the arrangement and construction vendors, especially service agencies that have been appointed to carry out the arrangement of street vendors in Mojokerto, so structuring and coaching can run well.
