Abstract
Instrumen kebijakan insentif harga semacam HPP sebenarnya mengandung semangat untuk memperkokoh pelaku perberasan pada tingkat lokal mulai dari petani, pedagang maupun penggilingan beras. Hal tersebut bisa terjadi jika insentif harga tersebut secara efektif mampu memberikan keuntungan bagi para pelaku dalam rantai pasar, proporsional sesuai dengan pengorbanan yang dikeluarkan. Salah satu kebijakan yang ditetapkan pemerintah adalah kebijakan Harga Pembelian Pemerintah (HPP) nasional terhadap gabah yang dulu dikenal dengan Harga Dasar Gabah (HDG). Setiap tahun pemerintah melakukan evaluasi dan melakukan berbagai penyesuaian terhadap HPP, sesuai dengan berbagai dinamika ekonomi nasional. Dalam diktum inpres perberasan secara ekspilit menyebutkan peranan perum bulog dalam membeli gabah/beras sesuai dengan ketentuan HPP. Fokus penelitian dibatasi pada Implementasi Kebijakan Inpres. Nomor 3 Tahun 2012 tentang Harga Pembelian gabah oleh Pemerintah pada Perum BULOG Gudang Kabupaten Ngawi serta Faktor yang berpengaruh terhadap pelaksanaan Kebijakan Inpres. Nomor 3 Tahun 2012 tentang Harga Pembelian gabah oleh Pemerintah. Berdasarkan fokus dan tujuan penelitian, maka metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Penelitian ini bertujuan untuk mengetahui proses dan pelaksanaan implementasi kebijakan Inpres No.3 Tahun 2012 tentang Harga Pembelian Gabah Oleh Pemerintah pada Perum BULOG Gudang Kabupaten Ngawi serta faktor yang mempengaruhi implementasi kebijakan tersebut. Mengacu pada hasil penelitian bahwa implementasi kebijakan Inpres No.3 Tahun 2012 tentang Harga Pembelian Gabah Oleh Pemerintah pada Perum BULOG Kabupaten Ngawi secara umum sudah terealisasi. Bentuk dari kebijakan pemerintah yakni melalui Inpres No.3 Tahun 2012 tentang pengadaan gabah/beras dan penyaluran beras oleh pemerintah. Kebijakan ini pulalah yang diterapkan di Kabupaten Ngawi guna menstabilkan pendapatan petani melalui penjualan gabah. Pihak yang terkait dalam pelaksanaan kebijakan tersebut adalah Perum BULOG Gudang Kabupaten Ngawi yang bertindak sebagai pelaksana dari kebijakan tersebut. Untuk menekan harga beras, pemerintah harus menjaga harga yang berkolerasi langsung dengan ongkos produksi dan menjamin keuntungan petani. Hal ini dapat diwujudkan apabila Bulog membeli gabah langsung dari petani.. Dengan adanya jaminan harga dan jaminan pasar petani akan termotivasi untuk meningkatkan produktivitas dan kualitas hasil gabah/beras mereka.
English Abstract
Policy instruments such price incentives HPP actually contains the spirit to strengthen rice actors at the local level ranging from farmers, traders and rice milling. This can happen if the price incentives are effectively able to provide benefits for actors in the market chain, proportionally to the sacrifices incurred. One of the governments policy is the policy of the Government Purchase Price (GPP) to the national grain formerly known as Basic Price of Paddy (HDG). Every year the government to evaluate and perform various adjustments to HPP, in accordance with the various dynamics of the national economy. In dictum rice Instruction in ekspilit mention the role of Bulog to buy paddy / rice in accordance with the provisions of HPP. The focus of the study is limited to the Presidential Policy Implementation. No. 3 of 2012 on the purchase price of grain by the Government in Perum Bulog Ngawi and the factors that affect the implementation of the Presidential Policy. No. 3 of 2012 on the purchase price of grain by the Government. Based on the focus and purpose of the research, the research method used is descriptive method with qualitative approach. This study aims to determine the process and implementation of policy implementation Presidential Directive # 3 of 2012 on the Purchase Price of Paddy by the Government in Perum Bulog Ngawi and the factors that affect the implementation of the policy. Referring to the results of research that policy implementation Instruction # 3 of 2012 on the purchase price of paddy by the Government in Perum Bulog Ngawi generally been realized. The shape of the government policy through Presidential Directive # 3 of 2012 on the procurement of paddy / rice and rice distribution by the government. This is also the policy implemented in Ngawi to stabilize farmers income through the sale of grain. Parties involved in the implementation of the policy is Perum Bulog subregional Ngawi acting as executor of the policy. To suppress the price of rice, the government should keep prices directly correlated with the cost of production and ensure the profitability of the enterprise. This can be realized if Bulog to buy grain directly from farmers .. With a guaranteed price and guarantee farmers market will be motivated to improve the productivity and quality of grain / rice them.
