Abstract
Berkembangnya UMKM semakin pesat di Kota Malang, salah satunya adalah industri keramik di kelurahan dinoyo, dimana industri keramik tersebut adalah industri yang cukup lama bertahan di Kota Malang. Namun seiring dengan waktu keberadaan pengrajin yang ada di dinoyo semakin berkurang karena adanya faktor-faktor penghambat perkembangan industri ini. Oleh karena itu perlu adanya upaya pengembangan UKM tersebut untuk mengetahui sejauh mana pengembangan UMKM keramik dinoyo yang dilakukan oleh Dinas Koperasi dan UKM Kota Malang. Peneliti menggunakan jenis metode kualitatif dengan pendekatan deskriptif dan metode analisis yang digunakan adalah melalui metode interaktif Miles dan Huberman. Dalam metode analisis ini terdapat empat tahapan penelitian, yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Berdasarkan hasil penelitian ditemukan upaya-upaya pengembangan UMKM kerajinan keramik yang dilakukan oleh Dinas Koperasi dan UKM Kota Malang serta hambatan yang mempengaruhi pengembangan UMKM kerajinan keramik dinoyo, yaitu Pelaksanaan pendidikan dan pelatihan oleh Dinas Koperasi dan UKM Kota Malang bagi seluruh UKM di Kota Malang sudah cukup baik. Hal ini dibuktikan dengan program dari Dinas Koperasi dan UKM Kota Malang dengan menerapkan empat jenis pelatihan, yaitu legalitas, packaging, manajemen dan akutansi; Mengembangkan jaringan kerjasama bagi UKM, dimana pihak dari keramik dinoyo menjalin kerjasama dengan pihak Pemerintah dan swasta; Memberikan pengenalan produk-produk UKM dengan mengikuti pameran yang diselenggarakan oleh pemerintah yaitu Dinas Koperasi dan UKM Kota Malang. Adapun hambatan yang mempengaruhi UMKM diantaranya adalah Sulitnya mendapatkan tenaga kerja baru; Sarana dan prasarana yang belum memadai dan adanya persaingan pasar. Oleh karena itu, perlu penambahan wawasan tentang tenaga kerja yang berhubungan langsung dengan pengrajin keramik dan tidak tergantung penerus dari keluarga guna terciptanya usaha keramik yang lebih berkembang lagi. Perlunya diciptakan iklim usaha yang sehat, pelaksanaan kemitraan yang seimbang dan saling menguntungkan, arus informasi yang merata, serta peningkatan kesinergian kerjasama antara pemerintah, pihak swasta dan pengrajin keramik. Untuk mengatasi sarana dan prasarana yang belum memadai perlu adanya perhatian dari pemerintah Kota Malang khususnya Dinas Koperasi dan UKM Kota Malang untuk serius menanggapi perihal mendesaknya sebuah fasilitas pendukung berupa pengadaan maupun perbaikan infrastruktur.
English Abstract
The development of SMEs grew rapidly in Malang, one of which is the ceramic industry in Dinoyo village, where in the ceramic industry is the industry long enough to survive in the city of Malang. Along with time, the existence of craftsmen in dinoyo dwindling because of factors inhibiting development of this industry. Therefore, it is necessary to encourage the development of SMEs to determine the extent of the development of SMEs dinoyo ceramic conducted by the Department of cooperatives and SMEs Malang. Researchers used a type of qualitative method with a descriptive approach and the method of analysis used is through an interactive method of Miles and Huberman. In this method of analysis, there are four stages of research, namely data collection, data reduction, data display and conclusion drawing/verification. Based on the results of the research found SME development efforts pottery made by the Department of Cooperatives and SMEs Malang and the constraints affecting the development of SMEs Dinoyo ceramics, that is Implementation of education and training by the Department of Cooperatives and SMEs Malang for all SMEs in Malang is good enough. This is proven by the program of the Department of Cooperatives and SMEs Malang applying four types of training, the legality, packaging, management and accounting: Develop a network of cooperation for SMEs. The parties of Dinoyo ceramics cooperation with the government and the private sector; Provides an introduction to the products of SMEs to participate in exhibitions organized by the government, namely the Department of Cooperatives and SMEs Malang. Between the constraints affecting SMEs is a difficulty in obtaining new labor; Infrastructure is not yet adequate where the tourists who want to come to the center for Dinoyo ceramics can not freely enter the area; The existence of market competition. Therefore, they have to add insight into the labor that is directly related to the ceramic artisans and does not depend on the successor of the family in order to create a ceramic business more developed. Created the necessity of healthy business climate, the implementation of a balanced partner ship and mutually beneficial, equitable information flow, as well as an improvement to the synergy of cooperation between government, the private sector and the ceramic artisans.
