Abstract
Dalam rangka memperlancar perdagangan bebas yang dicanangkan oleh ASEAN, maka pemerintah turut berpartisipasi dengan mengeluarkan kebijakan baru. Kebijakan tersebut dicetuskan dalam Peraturan Presiden Republik Indonesia Nomor 10 Tahun 2008 Tentang Penggunaan Sistem Elektronik dalam Kerangka Indonesia National Single Window. Dalam hal ini, sistem elektronik yang dimaksud yaitu Sistem INSW. Sistem INSW adalah sebuah sistem elektronik yang efisien terkait penanganan dokumen di bidang kepabeanan. Dinilai efisien karena penanganan dokumen dilakukan melalui satu pintu sehingga lebih aman dan memudahkan pihak-pihak terkait dalam proses ekspor impor. Informasi dan peraturan terbaru mengenai kepabeanan dan hal-hal yang berkaitan dengan ekspor impor bisa langsung diakses melalui situs resmi INSW. Kemudahan pelayanan dengan adanya Sistem INSW berdampak positif bagi kelancaran kegiatan ekspor dan impor. Sistem INSW sangat memudahkan para pengguna jasa dalam melakukan kegiatan ekspor impor karena merupakan sebuah sistem satu pintu yang terintegrasi untuk memroses dokumen ekspor dan impor dimana di dalamnya berkaitan juga dengan instansi-instansi terkait yang memberikan ijin ekspor atau impor. Tujuan penelitian ini untuk mengetahui implementasi Sistem INSW di KPPBC Tipe Madya Pabean Tanjung Perak Surabaya dan mengetahui peran INSW dalam upaya mendorong kelancaran arus barang ekspor dan impor di Pelabuhan Tanjung Perak Surabaya. Penelitian ini juga menjelaskan kelebihan dan kekurangan dari Sistem INSW serta hambatan dan kendala yang dialami para pengguna jasa selama sistem ini diimplementasikan. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Sumber data dalam penelitian ini adalah data primer dengan melakukan wawancara pada pihak-pihak terkait dan data sekunder dengan pengambilan data yaitu dokumentasi di lokasi penelitian. Hasil penelitian menunjukkan bahwa pengimplementasian Sistem INSW dapat dikategorikan lancar, karena menghasilkan dampak yang positif bagi Importir, Eksportir, pihak PPJK, Petugas KPPBC Tipe Madya Pabean Tanjung Perak beserta instansi-instansi terkait. Kelancaran dari implementasi Sistem INSW telah dibuktikan oleh beberapa data yang menguatkan pendapat bahwa Sistem INSW memberikan dampak positif terkait kelancaran arus barang ekspor dan impor. Sistem INSW sangat berperan penting dalam rangka memperlancar arus barang ekspor dan impor. Setelah Sistem INSW diimplementasikan, baik vii Eksportir, Importir, pihak PPJK, petugas yang menangani dokumen, serta instansi-instansi terkait merasa sangat diuntungkan. Hal tersebut tergambar melalui pernyataan-pernyataan semua pihak pada saat wawancara dilakukan. Kemudahan-kemudahan yang dirasakan adalah frekuensi bertemu antara petugas dan pengguna jasa Sistem INSW dapat dikurangi bila dibandingkan dengan sebelum Sistem INSW diimplementasikan, sehingga pemrosesan data bisa dilakukan lebih cepat. Serta adanya Sistem INSW memudahkan petugas KPPBC Tipe Madya Pabean Tanjung Perak dalam memroses dokumen ekspor maupun impor karena data yang diinput oleh Eksportir/Importir telah diseleksi oleh Sistem INSW, sehingga menghasilkan data yang valid dan cepat dalam proses penanganannya.
English Abstract
In order to facilitate free trade initiated by ASEAN, the government stepped in with a new policy issued. The policy set out in Presidential Decree of Republic of Indonesia Number 10 Year 2008 on the Use of Electronic Systems in the framework of Indonesia National Single Window. In this case, the electronic system refers to INSW. INSW is an electronic system that is efficient in handling documents in the customs field. It is valued as efficient since the document handling is performed through single gate, so that it is safer and easier for the parties involved in the export import process. The latest information about customs regulations and matters related to export and import can be directly accessed via the official website of INSW. The ease of service provided by the INSW System gives a positive impact on the operation traffic of export and import processes. INSW system greatly facilitates the users in import export activities as it is a one-stop integrated system for processing documents in the export and import in which it relates also to the appropriate agencies that provide export or import license license. The purpose of this study is to determine the System INSW in KPPBC Tipe Madya Tanjung Perak Surabaya and to investigate INSW role in efforts to encourage the smooth flow of exports and imports goods at the Port of Tanjung Perak Surabaya. This study also describes the advantages and disadvantages of INSW System as well as the barriers and constraints experienced by the service users as this system is implemented. The research method used in this study was a descriptive study with a qualitative approach. Sources of the data in this study is primary data by conducting interviews on related parties and secondary data by collecting documentation at the study site. The results showed that the implementation of the INSW System can be categorized as good, because it gives a positive impact for Importer, Exporter, PPJK parties, officers of KPPBC Tipe Madya Tanjung Perak and its related agencies. The smoothness of the implementation of INSW System has been demonstrated by several data that reinforce the notion that INSW Systems impacts positively related to the flow of exports and imports goods. INSW system is very important in order to facilitate the flow of exports and imports goods. Once the system is implemented with INSW, both Exporter, Importer, PPJK parties, officers who handle documents, and related agencies was greatly benefited. This is illustrated by the statements of all parties at the time of the interview. Perceived easiness is the frequency of meeting between officers and service users of INSW System can be reduced compared to the time before INSW System was implemented, so that the processing of data can be done more quickly. Besides, ix the INSW System facilitates the KPPBC Tipe Madya Tanjung Perak officers in processing exports and imports documents as the data inputted by the Exporter / Importer has been filtered by INSW System resulting on valid and fast data in handling process.
