Abstract
Pemerintah daerah Kabupaten Mojokerto terus mengupayakan agar keseimbangan antara tugas dengan pelimpahan wewenang dari bupati kepada camat desa Mojoanyar. Salah satu produk hukum terbaru yang disahkan oleh Pemerintah Kabupaten Mojokerto adalah Peraturan Daerah Kabupaten Mojokerto No 9 Tahun 2008 tentang urusan pemerintahan yang menjadi kewenangan Pemerintah Daerah Kabupaten Mojokerto. Adapun rumusan masalah yang diambil adalah Bagaimanakah implementasi pelimpahan kewenangan Bupati kepada Camat Mojoanyar, Kabupaten Mojokerto untuk meningkatkan pelayanan publik dalam perspektif reformasi, dan Apakah faktor-faktor yang menjadi pendukung dan penghambat implementasi pelimpahan kewenangan Bupati kepada Camat Mojoanyar Kabupaten Mojokerto. Tujuan dari penelitian ini adalah untuk mendeskripsikan implementasi pelimpahan kewenangan bupati kepada camat untuk meningkatkan pelayanan publik dalam prespektif reformasi administrasi publik dan untuk mengetahui faktor-faktor yang menjadi pendukung dan penghambat implementasi pelimpahan kewenangan Bupati kepada Camat Mojoanyar Kabupaten Mojokerto. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Fokus penelitiannya yaitu proses pelimpahan yang diberikan bupati kepada camat, bentuk pelimpahan yang diberikan bupati kepada camat, faktor pendukung dan penghambat implementasi pelimpahan kewenangan bupati kepadacamat, diantaranya faktor komunikasi, faktor sumberdaya, faktor kecenderungan pelaksana, dan faktor struktur birokrasi. Teknik pengumpulan data yaitu melalui wawancara, dan dokumentasi. Metode analisa dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini adalah proses pelimpahan kewenangan Bupati kepada Camat Mojoanyar dalam bentuk pelayanan di bidang pemerintahan dengan melakukan pemilihan perangkat desa, bidang ekonomi dan pembangunan camat berwenang melakukan pengurusan Surat Ijin Mendirikan Bangunan (IMB), di bidang pendidikan dan kesehatan camat berwenang memberi ijin pendirian sekolah dan pelayanan program Keluarga Berencana (KB), di bidang kepegawaian camat berwenang memberikan ijin cuti bagi Pegawai Negeri Sipil (PNS), menetapkan pemberitahuan kenaikan gaji berkala bagi PNS. Berdasarkan hasil penelitian dapat diambil kesimpulan dan saran yaitu proses pelimpahan kewenangan Bupati kepada Camat Mojoanyar seperti halnya bentuk reformasi birokrasi baik pada pemerintah pusat maupun pemerintah daerah lainnya. Maka seharusnya antara Bupati dan Camat Mojoanyar melakukan komunikasi yang intensif sehingga segala bentuk permasalahan dapat diselesaikan dengan baik. Dan perlu peningkatan kualitas sumberdaya agar proses pengimplementasian wewenang dapat dilakukan secara efektif, efisien dan maksimal.
English Abstract
Mojokerto local governments continue to strive for a balance between the tasks with the delegation of authority from the regents to the sub-district heads Mojoanyar village. One of the new laws passed by the Government of Mojokerto Mojokerto Regency Regulation No.9 of 2008 on government affairs under the authority of the Government of Mojokerto regency. The formulation of the problem which taken is How does the implementation of delegated authority to the regent Mojoanyar Subdistrict, Mojokerto to improve public service reform in perspective, and if the factors supporting and inhibiting the implementation of delegation of authority to the district head Mojoanyar Regent Regency Mojokerto. The purpose of this study is to describe the implementation of delegation of authority to the sub-district heads regent to improve public services in the perspective of public administration reform and to determine the factors supporting and inhibiting the implementation of delegation of authority to the district head Mojoanyar regent of Mojokerto regency. The research method used is descriptive qualitative method approach. The focus of his research is the process of delegation given to the sub-district heads regent, regent form of delegation given to the sub-district heads, supporting factors and inhibiting the implementation of delegation of authority, including communication factors, resource factors, factors tendency implementers, and factor structure of the bureaucracy. Data collection techniques, namely through interviews, and documentation. Methods of analysis by means of data reduction, data presentation, and conclusion. The result of this research is the process of delegation of authority to the district head Mojoanyar Regent in the form of services in the field of election administration by village officials, economic and development authority to carry out the management camats Building Permit (IMB), in education and health sub-district head authorizing the establishment of the school authorities services and family planning program (KB), in the field of personnel authorized to give permission camat leave for Civil Servants (PNS), set notification of scheduled salary increases for civil servants. Based on this research and suggestions can be concluded that the process of delegation of authority to the district head Mojoanyar Regents as well as the form of bureaucratic reform at the central government and other local governments. Then it should be between the regent and district head Mojoanyar intensive communication so that all forms of problems can be resolved. And the need to increase the quality of resources in order to authorize the implementation process can be done effectively, efficiently and optimally.
