Abstract

Bantuan Operasional Sekolah (BOS), yang dimulai pada Juli 2005, memiliki peran penting dalam mempercepat pencapaian program pendidikan wajib 9 tahun. Di belakang program BOS sebagai upaya pemerintah di wajib 9 tahun, masih banyak penyimpangan karena kelebihan pemerintah yang lemah. Kelemahan pemerintah dalam melakukan fungsi kontrol membutuhkan kontrol sosial publik. Dalam konteks kota Malang, pelanggaran sering ditemukan dalam implementasi BOS, baik siswa maupun wali siswa. Oleh karena itu, LSM di Malang diperkirakan akan mengawasi prosesnya. Salah satu LSM itu adalah Malang Corruption Watch (MCW). MCW adalah organisasi masyarakat sipil yang terlibat dalam pemantauan kebijakan di bidang pendidikan. Penelitian ini berangkat dari Irregularitas yang merajalela BOS, serta pengawasan lemah pada implementasi kebijakan sektor. Penelitian ini menggunakan studi deskriptif dengan pendekatan kualitatif. Tujuan dari penelitian ini adalah untuk menggambarkan peran MCW dalam melakukan fungsi kontrol BOS implementasi kebijakan di Malang. Hasil penelitian ini menggambarkan peran MCW dalam memantau implementasi kebijakan BOS adalah sebagai fasilitator, katalis, serta negosiator. Dalam penelitian ini, partisipasi publik sebagai titik tekanan dalam mengendalikan kebijakan. Media massa adalah salah satu faktor yang berkontribusi dalam proses ini. Namun, ada dua faktor kendala yang menjadi masalah dalam mengendalikan BOS. Pertama, masalah sumber daya manusia yang terbatas dan konsistensi. Kedua, kehendak politik eksekutif dan legislatif sangat lemah dalam melaksanakan setiap tugas. Keduanya kemudian melakukan pengawasan dan mengadakan kebijakan ini.

English Abstract

The School Operational Assistance (BOS), which began in July 2005, has a significant role in accelerating the achievement of 9-year compulsory education program. Behind the BOS program as the governments efforts in the compulsory 9 years, there are still many irregularities due to weak oversight of the government. The weakness of government in performing control functions requires social control of the public. In the context of the city of Malang, violations are often found in the implementation of BOS, both the students and guardians of students. Therefore, NGO in Malang is expected to oversee the process. One of those NGO is Malang Corruption Watch (MCW). MCW is a civil society organization engaged in the monitoring of policy in the field of education. This study departs from the rampant irregularities BOS, as well as weak supervision on the implementation of the sector policy. This study used a descriptive study with a qualitative approach. The purpose of this study is to describe the role of MCW in performing control functions of policy implementation BOS in Malang. The results of this study illustrate the MCW role in monitoring policy implementation BOS is as facilitator, catalyst, as well as a negotiator. In this study, public participation as a pressure point in controlling policy. Mass media is one of factors that contribute in this process. However, there are two constraints factors that become problems in controlling BOS. Firstly, the problem of limited human resources and consistency. Secondly, the political will of the executive and legislative are very weak in carrying out each task. Both then perform oversight and hold these policies.
