Abstract

PO. Bagong merupakan perusahaan yang bergerak dibidang transportasi bus antarkota, provinsi, dan melayani kebutuhan transportasi dibidang pertambangan. PO. Bagong mengembangkan usahanya dengan mengambil alih manajemen dari PO. Puspa Indah pada tahun 2016. Terdapat 5 bus yang dibeli dari PO. Puspa Indah memiliki kondisi kurang layak berdasarkan Uji Kendaraan Bermotor yang dilakukan. Berhentinya bus yang beroperasi berdampak pada terjadinya penumpukan penumpang sehingga diperlukannya peremajaan bus untuk mengatasi hal tersebut. Terdapat 2 alternatif peremajaan bus yaitu merekondisi bus lama dan membeli bus baru. PO. Bagong belum menerapkan metode khusus untuk menganilis alternatif peremejaan bus. Penelitian ini dilakukan untuk menganalisis alternatif peremajaan dari segi finansial dan non finansial sehingga diketahui alternatif terbaik selama periode perencaan 5 tahun. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan deskriptif. Analisis dari segi finansial yang dilakukan menggunakan metode Net Present Value dengan tingkat suku bunga 6% untuk mengetahui besarnya biaya yang dikeluarkan untuk masing-masing alternatif. Analisis segi non finansial menggunakan metode Analitycal Hierarchy Process (AHP) untuk mengetahui kriteria yang digunakan PO. Bagong dalam memilih bus dan juga mengetahui bobot dari masing-masing kriteria. Selanjutnya dilakukan analisis manfaat-biaya dengan metode Benefit Cost Ratio (BCR) untuk membandingkan manfaat yang diperoleh dengan biaya yang dikeluarkan. Kemudian dilakukan analisis sensitivitas dengan merubah tingkat suku bunga sebesar 1%. Hasil penelitian menunjukan 9 kriteria yang digunakan PO. Bagong yaitu keamanan, kenyamanan, kemudahan penjualan kembali, kenyamanan pengoperasian, kemudahan perawatan, kondisi mesin, proses administrasi, efisiensi proses peremajaan dan kondisi fisik. Nilai NPV selama 5 tahun dan dikurangi nilai sisa dihasilkan biaya sebesar Rp 430.111.824, Rp 459.672.671, Rp 417.870.642, Rp 423.135.369, Rp 431.135.369 untuk bus dengan nomor kendaraan N 7112 UK, N 7472 UA, N 7132 UK, N 7492 UA dan N 7259 UA dan nilai NPV total bus baru sebesar Rp 618.022.821. Nilai manfaat bus lama adalah sebesar 3,065 dan bus baru sebesar 4,914. Nilai BCR dari kelima bus lama yaitu 7,126 x manfaat/ juta rupiah, 6,67 x manfaat/ juta rupiah, 7,335 x manfaat/ juta rupiah, 7,244 x manfaat/ juta rupiah , 7,109 x manfaat/ juta rupiah untuk bus dengan nomor kendaraan N 7112 UK, N 7472 UA, N 7132 UK, N 7492 UA dan N 7259 UA dan untuk bus baru adalah 7,215 x manfaat/ juta rupiah sehingga pada tingkat bunga 6% lebih baik merekondisi bus dengan nomor kendaraan N 7132 UK dan N 7492 UA dan membeli tiga bus baru. Analisis sensitivitas dengan tingkat suku bunga 4% dan 5% menghasilkan keputusan lebih baik membeli 5 bus baru. Perhitungan dengan tingkat suku bunga 7% dan 8% menunjukkan bahwa nilai BCR untuk bus dengan nomor kendaraan N 7472 UA memiliki nilai BCR < nilai BCR bus baru sehingga alternatif pembelian bus baru lebih baik dan untuk empat bus lainnya lebih baik jika PO. Bagong merekondisi bus lama. Kondisi tersebut menunjukkan bahwa alternatif keputusan sensitif terhadap kenaikan dan penurunan tingkat suku bunga sebesar 1%.

English Abstract

PO. Bagong is an intercity or even provinces bus transportation company which also serves for mining transportation service. PO. Bagong expanded its business by taking over the management from PO. Puspa Indah in 2016. There are 5 buses purchased from PO. Puspa Indah which are in unfeasible condition based on a Vehicle Test. The discontinuation of the bus operation has an impact on the lack of bus numbers that makes the accumulation of passengers so that a renewal for buses is needed to overcome it. There are 2 alternatives for the bus renewal: reconditioning old buses and buying new buses. PO. Bagong has not implemented yet a special method for analyze the alternatives solution. This study was conducted to analyze the alternative of financial and non-financial renewal so that there is the best alternative for the 5 year planning period ahead. The approach used in this research is descriptive approach. Net Present Value (NPV) method is used for the financial analysis with an interest rate of 6% to know the amount of cost incurred for each alternative. As the non-financial side analysis, the Analytical Hierarchy Proses (AHP) method is used to know which bus to choose and the criteria for each bus. Furthermore, a cost-benefit analysis using the Benefit Cost Ratio (BCR), a method to compare between the benefits obtained and the cost incurred. Then, the sensitivity analysis is done by changing the interest rate by 1%. The results showed that PO. Bagong used 9 criteria, which are safety, convenience, resale easiness, operation convenience, maintenance easiness, machine condition, administration process, efficiency of renewal process and physical condition. The NPV value for 5 years minus the residual value is Rp 430.111.824, Rp 459.672.671, Rp 417.870.642, Rp 423.135.369, Rp 431.135.369 for the bus with the vehicle number N 7112 UK, N 7472 UA, N 7132 UK, N 7492 UA and N 7259 UA and the total NPV value for the new bus value at Rp 618.022.821. The value of the old buses benefit are 3,065, and the new buses are 4,914. The BCR value of the five old buses are 7,126 x benefit/million rupiah, 6,67 x benefit/million rupiah, 7,335 x benefits/million rupiah, 7,244 x benefit/million rupiah, 7,109 x x benefit/million rupiah for buses with the vehicle numbers: N 7112 UK, N 7472 UA, N 7132 UK, N 7492 UA and N 7259 UA and for the new bus is 7,215 x benefit/million rupiah so at 6% interest rate, it is better to recondition the buses with vehicle number N 7132 UK ad N 7492 UA and buy three new buses. Sensitivity analysis with interest rates of 4% and 5% resulted in better decision, which is to buy 5 new buses. Calculations with interest rates of 7% and 8% indicates that the BCR value for buses with vehicle number N 7472 UA has a smaller value than the new bus so that the alternative decision is to purchase a new bus and for the other four buses, it better if PO. Bagong reconditioned the old buses. These conditions indicate that a decision alternative can be caused because it is sensitive to an increase or decrease interest rate of just 1%.
