Abstract

Sebelumnya peran organisasi publik dan pegawai pemerintahan lebih diasumsikan untuk melayani masyarakat. Namun sekarang pemerintah daerah diisyaratkan untuk memikirkan input-input dalam rangka memperbesar pendapatan asli daerah (PAD) dengan cara mengoptimalisasikan semua potensi yang dimiliki daerah. Untuk menjawab tantangan tersebut, dibutuhkan birokrasi yang mempunyai jiwa entrepreneurship. Tujuan penelitian ini adalah untuk mendiskripsikan, menganalisis dan menginterprestasikan birokrasi entrepreneur dalam mempromosikan potensi daerah Kabupaten Banyuwangi melalui festival Banyuwangi Ethno Carnival (BEC). Penelitian ini dilakukan di daerah Kabupaten Banyuwangi yaitu pada Dinas Kebudayaan dan Pariwisata Kabupaten Banyuwangi. Dalam penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisis data yang dilakukan menggunakan metode wawancara, observasi, dan dokumentasi. Analisis data yang digunakan dalam peelitian ini yaitu analisis data model interaktif Miles and Huberman. Hasil penelitian menunjukan bahwa promosi yang dilakukan oleh Dinas Kebudayaan dan Pariwisata Kabupaten Banyuwangi melalui festival Banyuwangi Ethno Carnival (BEC) yaitu dengan strategi koordinasi, friendly system yaitu sistem yang menyenangkan wisatawan dan eligible yaitu sesuatu yang dihasilkan dapat dipertanggungjawabkan dan sesuai dengan yang diharapkan. Bentuk promosi pada festival Banyuwangi Ethno Carnival (BEC) yaitu melalui periklanan dan melalui kegiatan event yang terangkum dalam Banyuwangi Festival. Sasaran festival Banyuwangi Ethno Carnival (BEC) yaitu ditujukan untuk budaya, masyarakat, Pemerintah Daerah dan Dinas Kebudayaan dan Pariwisata.Faktor pendukung festival Banyuwangi Ethno Carnival (BEC) yaitu banyaknya dukungan dari para stakeholders. Sedangkan faktor penghambat adalah cuaca yang sering tidak mendukung dan besarnya biaya untuk pembuatan kostum. Berdasarkan hasil penelitian tersebut dalam kegiatan promosi masih dilakukan oleh dinas-dinas terkait. Untuk itu disarankan agar mampu meningkatkan keterlibatan masyarakat dan melibatkan semua dinas-dinas yang ada di Kabupaten Banyuwangi. Tingginya biaya dalam pembuatan kostum, disarankan adanya inisiatif dari pihak sponsor untuk membantu peserta dengan membiayai pembuatan kostum.

English Abstract

The rule of public government and sivil servant use to more likely as public servant. However, now Distric Government required to think how to and large real distric income. With way optimalization all potency belong to a distric to answer this challenge its needed bureaucracy that full entrepreneur soul. The objective of research is to describe, to analyze and to interpret entrepreneur bureaucracy in promoting the local potential of Banyuwangi District through Banyuwangi Ethno Carnival (BEC) Festival. Research is conducted at Banyuwangi District, respectively at the Office of Culture and Tourism of Banyuwangi Distric. Data collection methods include interview, observation and documentation. Data analysis technique is Miles and Hubberman’s interactive model. Result of research indicates that the promotion of local potential by the Office of Culture and Tourism of Banyuwangi Distric through Banyuwangi Ethno Carnival (BEC) Festival uses a coordination strategy to produce a system because it is always used to satisfy customers, made accountable and based on expectation. The promotion for the Festival also involves advertisement or special events as a part of the Festival. The target of the Festival is for the development of culture, community, local government, and the Office of Culture and Tourism of Banyuwangi Distric. The impact or multiplier effect of the Festival must be perceived by all targets. Factors supporting the promotion of the Festival may include the support from stakeholders and also the enthusiasm of people in Banyuwangi District. The constraining factors are bad weather that disturbs the event and expensive cost for festival costum. It may be suggested that related agencies shall promote Banyuwangi Ethno Carnival (BEC) Festival more intensively. Public and all officials in Banyuwangi Distric must be involved to share the seemingly heavy workload of the Office of Culture and Tourism of Banyuwangi Distric. High cost paid by festival participants for their costume can be reduced through sponsorship to restraint against excessive expense.
