Abstract
Peningkatan kebutuhan garam nasional dari tahun ke tahun menyebabkan Kementerian Kelautan dan Perikanan Republik Indonesia mengeluarkan program Pemberdayaan Usaha Garam Rakyat (PUGAR). Tujuan program tersebut adalah untuk mengembangkan usaha garam rakyat serta mendukung kebijakan Swasembada Garam Konsumsi tahun 2014 dan Garam Industri tahun 2015. Salah satu sentra garam rakyat yang telah melaksanakan program PUGAR sejak tahun 2011 adalah Kabupaten Sampang. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas program Pemberdayaan Usaha Garam Rakyat (PUGAR) dalam perspektif governance di Kabupaten Sampang. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini menggunakan wawancara, observasi, dan dokumentasi. Penelitian ini dilakukan di Kabupaten Sampang berdasarkan pada pertimbangan bahwa Kabupaten tersebut telah melaksanakan program PUGAR sejak tahun 2011. Selain itu, Kabupaten Sampang juga dapat merepresentasikan pegaraman rakyat karena merupakan sentra pegaraman rakyat paling luas di Indonesia yaitu seluas 4.246 Ha. Hasil dari penelitian menunjukkan bahwa program PUGAR merupakan regulasi yang kurang tepat karena hanya menekankan pada penyaluran BLM (Bantuan Langsung Masyarakat) daripada untuk menyelesaikan permasalahan dasar pegaraman yaitu permodalan dan pemasaran. Sosialisasi program PUGAR dilaksanakan 2 kali namun penyebaran informasi program masih belum merata. Sasaran program PUGAR dapat dikatakan sudah tepat sasaran dengan prosentase keberhasilan sebesar 89%. Tujuan program PUGAR yang berhasil dicapai adalah produksi garam rakyat sebesar 169.959 ton. Pemantauan program PUGAR telah berhasil dilaksanakan dan sebagian besar BLM telah digunakan sesuai dengan RUB. Sementara faktor pendukung program PUGAR di Kabupaten Sampang adalah adanya anggaran program PUGAR, peranan aktor program PUGAR sesuai tupoksi, dan dukungan dari masyarakat di lokasi sasaran. Faktor penghambat program PUGAR di Kabupaten Sampang adalah iklim kemarau yang pendek dan bencana banjir, aspek pemasaran melalui tengkulak membuat harga jual garam rendah, serta kurangnya tenaga pendamping mengakibatkan idenfikasi dan seleksi KUGAR berlangsung lama dan pelaksanaan tugas tidak maksimal. Hal tersebut yang menyebabkan program PUGAR di Kabupaten Sampang belum mencapai efektivitasnya sampai saat ini. Saran yang direkomendasikan antara lain: produksi garam dengan cara perebusan, membentuk koperasi dan penambahan tenaga pendamping.
English Abstract
Increased national salt supply from year to year caused the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia issued a salts Empowerment of People 'program or oftenly called PUGAR (Pemberdayaan Usaha Garam Rakyat). The purpose of the program is to develop the salt business people and policy support Sufficiency salt consumption in 2014 and 2015 Salt Industry. One of Centers of salt in society who have implemented the program since 2011 is PUGAR Sampang. The purpose of this study was to determine the effectiveness of programs for Empowerment of People Salts (PUGAR) in the perspective of governance in Sampang. The method used in this study is a descriptive study with a qualitative approach. Data collection techniques in this study using interviews, observation, and documentation. This research was conducted in Sampang District based on the consideration that the district has implemented a program named PUGAR since 2011. Moreover, Sampang can also represent the people as a center saltworks people in Indonesia, the most extensive area of 4,246 Ha. The results of the study indicate that PUGAR’s program is a lack of proper regulation because it only emphasizes the distribution of Direct Aid Society (called BLM) rather than to solve the basic problems of the saltworks capital and marketing. The socialization of these programs have been doing in two times but the information dissemination program is still not evenly distributed. The target of the PUGAR itself can be said to have reached the target with 89% percentage of success. The PUGAR program’s goal achieved is production of 169 959 tons of salt. The monitoring of PUGAR has been successfully implemented and most BLM has been used in accordance with the RUB. While supporting factor of these program in Sampang is including the budget of the program, the role of whole actors to implement the appropriate duties, and the support of the people in the target area. Inhibiting factors of these PUGAR’s program in Sampang are short dry climate and floods, aspects of marketing through middlemen make the low selling price of salt, as well as the lack of assistant power resulted in the long taking time of identification and selection of companion KUGAR and unoptimal task execution. That are the leading factors which makes PUGAR’s program in Sampang has not yet reached its effectiveness nowadays. Suggestions are recommended by way of boiling salt production, forming cooperatives and the addition of assistants.
