Abstract

Energi merupakan faktor penting dan variabel yang tidak dapat dipisahkan dengan pembangunan dan pertumbuhan ekonomi, karena energi merupakan salah satu kebutuhan pokok setiap masyarakat untuk menjalankan roda perekonomian mereka. Maka wajib bagi Negara untuk menyediakannya. Ketersediaan energi saat ini didominasi oleh energi fosil yang bersifat tidak bisa diperbarui, sedangkan kebutuhan energi terus meningkat dari waktu ke waktu. Dibutuhkan pengganti energi fosil di masa mendatang ketika energi tersebut sudah tidak ada lagi. Penggantinya adalah energi baru terbarukan yang merupakan energi baru dan bisa diperbarui. Perlu upaya kuat dari pemerintah untuk mengembangkan energi baru terbarukan sehingga bisa mensubstitusi energi fosil secara bertahap. Penelitian ini bertujuan untuk mengetahui kondisi energi saat ini dan menganalisis kebijakan pengembangan energi baru terbarukan dengan tujuan merumuskan scenario planning untuk perencanaan dan kebijakan pengembangan energi baru terbarukan. Metode penelitian menggunakan deskriptif-kualitatif dengan menggunakan teknik scenario planning dari Gill Ringland yang diringkas oleh model skenario Lindgren dan Bandhold. Berdasarkan hasil penelitian dilapangan, didapati bahwa kebijakan energi yang diterapkan selama ini oleh pemerintah belum mendukung terciptanya iklim yang kondusif bagi pengembangan energi baru terbarukan. Pemerintah hanya menerapkan prinsip supply side management yang berarti suplai kebutuhan menyesuaikan kebutuhan masyarakat, dan tidak melihat cadangan energi. Akan tetapi dengan itu pula pemerintah mulai membangun paradigma baru dalam pengelolaan energi nasional. Saat ini telah dirumuskan sebuah Kebijakan Energi Nasional (KEN) yang di dalamnya secara khusus menjabarkan perencanaan pengembangan energi baru terbarukan, dengan target pasokan energi baru terbarukan sebesar 23% pada tahun 2025. Dengan hal tersebut maka peneliti merumuskan sebuah skenario untuk mendukung kebijakan pengembangan energi baru terbarukan. Sebuah perencanaan jangka panjang membutuhkan perhitungan-perhitungan matang agar tidak terjadi hal-hal yang tidak diinginkan di masa mendatang. Dengan skenario maka bisa diperkirakan secara kualitatif dan kuantitif apa yang akan terjadi di masa mendatang jika kebijakan pengembangan energi baru terbarukan diimplementasikan.

English Abstract

Energy is an important factor and variable which cant be separated with the growth and the development of economic, because of the energy is one of the main needs of society to run their economic cycle. It is the state obligatory to provide the energy for the people. Availability of the energy is currently dominated by the fossil fuels that are not renewable , while the demand for energy continues to increase over time. The replacement of fossil fuels is needed in the future. The energy replacement should be an energy which is new and renewable , but it also need a strong effort from the government to develop new energy sources that can substitute fossil energy gradually . This study aims to determine the condition of the current energy and analyze the development of new renewable energy policy in order to formulating a scenario planning and policy of the development of new renewable energy . The method used is descriptive qualitative study, using the technique of scenario planning by Gill Ringland which summarized within the scenario model of Lindgren and Bandhold . Based on the results of the field study , it was found that the energy policies implemented so far by the government is not supporting the creation of a climate conducive to the development of new renewable energy . The government only applies the principle of supply side management , which means adjusting the supply needs of the community , and does not see energy reserves . Therefore, the government began to build a new paradigm in the management of national energy . Recently, the government has been formulated a National Energy Policy ( KEN) in which specifically outlines the new renewable energy development planning , with new renewable energy supply targets by 23 % by 2025 . With these conditions, researcher propose a scenario to support the development of new renewable energy policy . A long-term planning requires accurate calculations in order to avoid the things that are not desirable in the future . With a scenario , it can be estimated qualitatively and quantitatively what will happen in the future if new renewable energy development policies are implemented .
