Abstract

Selama ini birokrasi perijinan masih terkesan rumit karena masih menyebar di berbagai SKPD akan tetapi melalui Sistem Pelayanan Terpadu Satu Pintu (PTSP) sistem perijinan menjadi lebih mudah karena berada di satu tempat. Berdasarkan latar belakang tersebut maka peneliti ingin meneliti lebih lanjut mengenai inovasi kebijakan yang muncul pada Kantor Penanaman Modal dan Perijinan Kabupaten Probolinggo. Inovasi tersebut merupakan salah satu upaya pengembangan Sistem Pelayanan Terpadu Satu Pintu yang telah ada, sehingga dapat memberikan kontribusi akademis dalam mengembangkan konsep-konsep yang ada pada Ilmu Administrasi khususnya inovasi kebijakan serta memberikan kontribusi praktis terhadap instansi terkait agar dapat menjadi masukan dalam penyelenggaraan Sistem Pelayanan Terpadu Satu Pintu. Metode penelitian yang digunakan yaitu pendekatan kualitatif dengan jenis deskriptif. Ada dua fokus permasalahan yang menjadi bahan penelitian yaitu mengenai pelaksanaan kebijakan PTSP pada Kantor Penanaman Modal dan Perijinan Kabupaten Probolinggo serta faktor pendukung dan penghambat dalam implementasi kebijakan PTSP guna memperbaiki kualitas pelayanan perijinan di Kabupaten Probolinggo. Penelitian dilakukan selama satu bulan dan data primer diperoleh dari hasil wawancara dengan 3 narasumber di KPMP dan masyarakat pengguna ijin. Observasi dan dokumentasi juga dilakukan untuk mendukung data yang didapat dari wawancara. Hasil dari penelitian ini yaitu inovasi pada sektor publik seringkali sulit muncul, hal ini terjadi pada Kantor Penanaman Modal Perijinan Kabupaten Probolinggo. Inovasi kebijakan yang muncul yaitu sistem aplikasi data arsip dan Pemrosesan Ijin berbasis SMS Gateway serta kebijakan ijin paket. Namun hal ini tidak dapat menjadi produk unggulan dibandingkan dengan PTSP didaerah lainnya hal ini disebabkan oleh berbagai faktor diantaranya keterbatasan ruang lingkup perijinan karena masih berstatus Kantor, selain itu sumber daya manusia yang ada sangat minim dan masih belum menguasai teknologi secara keseluruhan. Saran dari peneliti yaitu perlunya inisiatif dari Kantor sendiri untuk menciptakan budaya berinovasi sebagai agenda tahunan misalnya berupa kebijakan atau melalui program tertentu. Selain itu perlunya perbaikan dari segi koordinasi antar SKPD melalui perbaikan regulasi yang mengatur masalah wewenang yang dimiliki, mengenai masalah sumber daya manusia hal ini dapat diatasi dengan manajemen perekrutan yang baik agar menghasilkan sumber daya yang berkualitas.

English Abstract

During this time bureaucratic permitting still impressed complicated because it still spreads in various unit of work will but through One Stop Service system licensing system becomes easier due to being in one place. Based on the background, the researchers want to further researching about the innovation policies that appear in Capital Investment and Licensing Office of Probolinggo Regency. Innovation is One Stop Service system development efforts on A door that has been there, so that it can contribute in developing academic concepts that exist in the Administrative Sciences in particular innovation policy as well as provide practical contributions to relevant agencies so that it can be input in the implementation of the One Stop Service System. The research method used is descriptive qualitative approach with types. There are two problems that became the focus of the research materials regarding the implementation of PTSP policy on Capital Investment and Licensing Office of Probolinggo Regency, as well as supporting factor and a barrier in the implementation of policies to improve the quality of service of PTSP permitting in the County both in terms of regulations Probolinggo and problems that arise in its implementation. This research was conducted for one month. and the primer data retrieval done through interviews with three speakers Capital Investment and Licensing Office of Probolinggo Regency and society as the user permissions. Observations and documentation is also done to support data obtained from interviews. The result of this research that innovation in the public sector are often difficult to emerge, this happened at Capital Investment and Licensing Office of Probolinggo Regency. Innovation policy is emerging that is application system of data Processing and archive the permission-based SMS Gateway and the policies permit package. However this can not be a superior product compared to other large PTSP this is caused by a variety of factors such as the limitation of the scope of the license as it still is, besides Office human resources there is very minimal and still havent mastered the technology as a whole. Advice from researchers that the need for the initiative of the Office itself in order to create a culture of innovation as an annual agenda for example in the form of policy or through certain programs. In addition to the need for improvement in terms of coordination between regulatory improvements through unit of work set the authority owned, on the issue of human resources this can be overcome by hiring a good management in order to produce a quality resource.
