Abstract

Sekretariat Jenderal DPR RI memiliki tugas untuk menyelenggarakan dukungan teknis, dukungan administratif dan keahlian kepada Badan Legislasi melalui Sekretariat Badan Legislasi DPR RI. Lambatnya proses pembuatan RUU dalam Badan Legislasi sendiri menjadi sebuah permasalahan. Salah satu faktor yang dinilai mempengaruhi adalah dukungan dari Sekretariat Badan Legislasi. Untuk memahami peran Sekretariat Badan Legislasi tersebut, maka peneliti menggunakan jenis metode penelitian kualitatif dengan pendekatan deskriptif. Fokus yang diangkat adalah bagaimana peran Sekretariat Badan Legislasi dalam memberikan dukungan administratif dalam proses penyusunan RUU, melalui sudut pandang fungsi manajemen administrasi, yaitu perencanaan, pengorganisasian, pelaksanaan dan pengawasan. Berdasarkan hasil penelitian, dapat diketahui bahwa secara keseluruhan dukungan administratif yang diberikan oleh Sekretariat Badan Legislasi meliputi perencanaan agenda kegiatan dan agenda kerja, pengorganisasian tata cara kerja, pelaksanaan dukungan ketatausahaan dan manajemen rapat serta pengawasan kinerja pegawai Sekretariat Badan Legislasi serta anggota Badan Legislasi. Namun dalam penerapannya terdapat faktor penghambat, yaitu faktor sarana dan fasilitas serta lingkungan kerja. Untuk menambahkan hasil kinerja legislasi Badan Legislasi DPR RI, diperlukan kerjasama dua pihak, yaitu Badan Legislasi dan Sekretariat Badan Legislasi. Untuk mengurangi overlapping RUU yang sedang disusun, Badan Legislasi DPR RI harus berani menetapkan jumlah RUU yang ada dalam Prolegnas sesuai dengan kemampuan. Sedangkan untuk Sekretariat Badan Legislasi, diperlukan penambahan jumlah pegawai agar mampu mengerjakan tugas dengan lebih efektif dan efisien.

English Abstract

Secretariat General of the House of Representatives have a duty to conduct technical support, administrative support and expertise to the Legislation Committee through the Secretariat of Legislation Committee of The House of Representatives. The slow process on making the draft law in the Legislative Board itself becomes a problem. One factor that assessed affect is the support of the Secretariat of Legislation. To understand the role of the Secretariat of the Legislative Committee, the researchers used a type of qualitative research methods with a descriptive approach. Focus raised is how the role of the Secretariat of Legislation in providing administrative support in the process of drafting the law draft, through the viewpoint of administrative management functions, which is planning, organizing, actuating and controlling. Based on the research results, it can be seen that the overall administrative support provided by the Secretariat of Legislation Committee includes planning agenda and meetings, the organization of working procedures, the implementation of administrative support and meeting management and monitoring employee performance Legislation Secretariat and members of the Legislative Committee. However, in practice there are inhibiting factors, the factors is facilities and work environment. To add performance results of Legislation, required the cooperation between two parties, which is the Secretariat of Legislation Committee and the Legislation Committee Board itself. To reduce the overlapping of the bill being drafted, the House of Representatives Legislation should dare to set the amount of the bill is in accordance with the their capabilities. As for the Secretariat of Legislation Committee, increasing the number of employees are necesarry to be able to do the work more effectively and efficiently.
