Abstract
Penelitian ini didasarkan pada fenomena yang terjadi di Pasar Desa Kepung. Pengelolaan pasar desa ini di bawah tanggung jawab pemerintahan desa, menurut Peraturan Pemerintah No. 72 Tahun 2005 Pasal 11, Pemerintahan Desa terdiri atas pemerintah desa dan Badan Permusyawaratan Desa (BPD). Hasil pengamatan diketahui bahwa ada beberapa fenomena pada pasar desa ini. Dalam hal penyediaan sarana dan prasarana, masih banyak sarana prasarana yang belum tersedia diantaranya koperasi pasar, fasilitas pemadam kebakaran, sarana komunikasi, mushola, area bongkar muat dagangan, tempat pengelolaan limbah, dan penteraan. Selain itu terdapat sarana dan prasarana yang rusak dan membutuhkan perbaikan yaitu saluran pembuangan air dan toilet umum pasar. Dalam penataan pedagang lapak dan kios, pedagang lapak liar yang berada di luar pasar tidak teratur dan mengganggu akses jalan raya pada pagi hari. Para pedagang juga belum dikelompokan berdasarkan spesifikasi barang yang dijual. Untuk mempermudahkan pembeli dalam mencari barang yang dibutuhkan.Selain itu, pengelolaan retribusi parkir juga kurang transparan karena sistem penetapan jumlah setoran didasarkan pada jumlah nominal Rp 25.000–Rp 30.000 perhari. Tidak ada kejelasan berapa pendapatan retribusi parkir perharisehingga pemasukan ke APBDes kurang maksimal. Metode penelitian yang dipergunakan penulis dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Metode penelitian dekriptif merupakan penelitian yang bergantung dari pengamatan pada manusia dan menghasilkan deskripsi berupa kata – kata atau lisan dan perilaku dari orang – orang yang diamati. Lokasi penelitian di Kantor Desa Kepung yang berada di Jalan Harinjing No. 90A Kepung. Sedangkan situs penelitianny di Pasar Desa Kepung, di Dusun Karang Dinoyo RT.26/RW.06. Tehnik pengumpulan data yang dilakukan peneliti untuk mengumpulan data adalah melalui wawancara, observasi dan dokumentasi. Berdasarkan hasil pengamatan peneliti, dapat disimpulkan bahwa pemerintah desa dan Badan Permusyawaratan Desa (BPD) telah melakukan strategi peningkatan kualitas dan pembenahan sarana dan prasarana pasar. Terkait penataan pedagang lapak liar diluar pasar, strategi pemerintah desa adalah melakukan penertiban agar akses jalan raya tidak terganggu. Sedangkan terkait pengelolaan retribusi parkir, pemerintah desa dan BPD akan melakukan perubahan sistem penetapan jumlah setoran berdasarkan presentase untuk mendorong transparansi pendapatan retribusi parkir.
English Abstract
This study was conducted based on phenomena which occurred in Kepung Subtrict Market. The subdistrict market’s management is underthe responsibility of the subdistrict government. According to government regulation No. 72 in 2005, article 11, subdistrict governance consists of subdistrict government and subdistrict consultative institution (Badan Permusyawaratan Desa). The result of this study indicates that there are several phenomena in this subdistrict market. In terms of infrastructure provision, there are still a lot of infrastructures that are not available such as cooperative markets, fire fighting facilities, communication facilities, mosques, loading and discharging areas, waste management areas, and lighting installations. In addition, there are facilities and infrastructures which are out of order and in need of repair for instance, drains and public toilets in the markets. In terms of organizing the merchants’ stalls, illegal traders who transacted outside the market are disorganized and disruptroad access in the morning. The traders are also not classified based on the specification of goods which are sold while actually it is important to facilitate the buyer in finding the required items. Also, the management of parking fees isless transparent. The system is based on the determination as the parking fees were between Rp 25,000 to Rp 30,000 per day. Here, there is no clarity of how much revenue for a day so that the entries into APBDes cannot be maximum. The research method used in this study is descriptive qualitative. It is a research methodology that relies on observations in humans and produces a description in the form of written words or spoken and behavior of people who are observed. The study took place at Kepung Subdistrict Office at Jalan Harinjing No. 90A Kepung. Specifically, the data collection is at the Kepung Subdistrict Market, in small district Karang Dinoyo RT.26 / RW.06. The data was collected through interview, observation and documentation. Based on the observations, it can be concluded that the subdistrict government and the Subdistrict Consultative Institutionhave executed quality improvement strategies and improved market infrastructure. Related to structuring illegal traders’ stalls, the governments strategy is to control it therefore, the road access will be undisturbed. While related to the management of parking fees, the subdistrict government and the Subdistrict Consultative Institution will change the system of getting the fees based on the percentage to encourage revenue transparent.
