Abstract

Penelitian ini dilandasi atas dasar kebutuhan akan pengakuan hak atas tanah yang berupa kepemilikan sertifikat tanah. Sebagai upaya tindak lanjut pemerintah berinisiatif melakukan pelayanan prima kepada masyarakat dengan menonjolkan efektifitas dan ekonomis untuk kepemilikan hak atas tanah. Atas dasar ini disusun program PRONA, suatu program sertifikat tanah massal bersubsidi yang diperuntukkan bagi masyarakat ekonomi rendah. Metode penelitian ini mPenggunakan metode kualitatif dengan pendekatan deskriptif. Penelitian ini mendeskripsikan dan menganalisis proses pelayanan PRONA, kualitas pelayanan pendaftaran tanah secara massal melalui PRONA, dan faktor pendukung serta faktor penghambat pelayanan PRONA. Berdasarkan hasil penelitian dan pembahasan menyatakan bahwa pelayanan sertifikat PRONA yang dilaksanakan oleh Kantor Pertanahan Kabupaten Malang telah memenuhi seluruh unsur-unsur pelayanana yang berkualitas. Peneliti menyimpulkan bahwa pelayanan pendafataran tanah secara massal melalui PRONA di Desa Mulyoagung dapat dikatakan berkualitas. Hal ini didukung dengan kemampuan pegawai yang dimiliki oleh Kantor Pertanahan Kabupaten Malang, sarana dan prasarana serta waktu penyelesaian sertifikat dalam satu tahun anggaran dan dukungan dari Masyarakat Desa Mulyoagung. Sedangakan keterbatasan jumlah SDM khususnya bidang pengukuran, Terbatasnya fasilitas akomodasi, keterlambatan pencairan anggaran PRONA, dan lamanya waktu pengumpulan data yuridis merupakan faktor yang menghambat dalam pelaksanaan pelayanan pendaftaran tanah melalui PRONA di Kabupaten Malang. Berdasarkan adanya permaslaahan yang timbul dalam pelayanan PRONA maka peneliti memberikan saran anatara lain perlu diadakan penyuluhan yang lebih intensif terhadap masyarakat peserta PRONA, menambah aparatur khususnya dibidang pengukuran dan perlu diadakan diklat mengenai perkembangan agrarian.

English Abstract

The background of research is the importance of the admission toward the right of land which is manifested through the possession of land certificate. The government has initiated primary service to the community in order to improve the effectiveness and the economization of the possession of the right of land. PRONA is established as a subsidized program of mass land certification which is designed for low-economic community. Research method is qualitative with descriptive approach. This research attempts to describe and to analyze the service given in PRONA, the service quality of mass land registration through PRONA, and the factors supporting and constraining the service of PRONA. Result of research indicates that PRONA certification service implemented by The Land Office of Malang District has met the principles of quality service. It is concluded that mass land registration service through PRONA at Mulyoagung Village is considered already as good. This fact is supported by human resource owned by The Land Office of Malang District, structure and infrastructure in the office, the administration schedule of certificate within one budget year, and the local support from the community of Mulyoagung Village. Very few staffs involved within land measurement, the limited accommodative facility, the tardiness of the liquidation of PRONA budget, and the longer time required to collect juridical data, are the factors constraining the implementation of land registration service through PRONA in Malang District. Pursuant to the problems in PRONA service, it may be suggested that the counseling shall be more intensively given to the participant community of PRONA. The number of staffs must be increased, especially who will be assigned for land measurement. Training and education about agrarian development may be also important.
