Abstract
Meminimalisir kemiskinan dalam mendukung kesejahteraan masyarakat menjadi tanggung jawab negara, karena masyarakat yang sejahtera tentunya menunjukkan keberhasilan pemerintah dalam mengelola negaranya. Seperti halnya pemberdayaan masyarakat melalui program pelatihan secara gratis di Kota Blitar. Karena upaya meminimalisir kemiskinan tidak terbatas pada pendidikan formal saja, pelatihan lukis kaca, service hp, dan budidaya jamur bisa menjadi alternatif pemerintah membekali keterampilan bagi warga miskin yang terbatas akan pendidikan dan modal usaha. Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan program pelatihan bagi warga miskin, serta faktor yang mendukung dan menghambat program tersebut. Metode penelitian yang digunakan adalah meotode deskriptif dengan pendekatan kualitatif. Dengan fokus penelitian adalah program pemerintah dalam menangani warga miskin di Dinas Sosial dan Tenaga Kerja Kota Blitar yang didalamnya meliputi kelompok sasaran warga miskin dan program pelatihan yang terdiri dari lembaga, jenis, instruktur, sarana prasarana, jadwal, metode, bantuan pemerintah, dan penerapan pelatihan sebagai pekerjaan. Teknik pengumpulan data yaitu melalui wawancara, observasi, dan dokumentasi. Metode analisa dengan cara pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini adalah program pelatihan bagi warga miskin melalui Dinas Sosial dan Tenaga Kerja Kota Blitar secara gratis sudah berjalan cukup baik berkaitan dengan pemberdayaan sumber daya manusia. Dimana pemerintah menjalin kerja sama dengan lembaga pelatihan di luar instansi dalam memberikan pelatihan. Tentunya dengan dibimbing instruktur yang profesional dan berpengalaman, tempat pelatihan dengan kelengkapan sarana prasarana, metode pelatihan yang sesuai dengan karakter warga miskin, hingga pemberian bantuan modal maupun alat secara kelompok dari pemerintah yang bisa digunakan sebagai modal usaha nantinya. Namun dalam pelaksanaan program ini masih terdapat hambatan baik itu dari dalam yang meliputi kurangnya sosialisasi program kepada masyarakat, dan banyaknya kerjaan dinas sehingga rencana tidak tepat waktu. Sedangkan hambatan dari luar berkaitan dengan tingkat keseriusan warga miskin dalam mengikuti pelatihan sangat rendah. Berdasarkan hasil penelitian ada beberapa rekomendasi yang dapat peneliti berikan yaitu, sebaiknya dalam memberikan program pelatihan, Dinas Sosial dan Tenaga Kerja Kerja Kota Blitar meningkat kinerjanya sehingga rencana program yang disusun bisa terlaksana tepat waktu dan disosialisasikan secara luas kepada masyarakat agar warga miskin di Kota Blitar mengetahui program pelatihan gratis ini. Selain itu, pemberian bantuan modal usaha dan alat dari pemerintah bersifat individu bukan kelompok.
English Abstract
To minimize poverty in support of welfare is the responbility of the state, because the societies who are prosperous demonstrated success of government in managing their country. It is like happened in Blitar City that societies empowerment can be done through training program for free. It happen because efforts to minimize poverty is not only limited in formal education. The grafier course, service handphone, and mushroom cultivation can be alternative by government to give skills for societies who are poor and they are who limited education and finance. The purposes of this research are to know the implementation of training program for poor societies, the factors that can support and chase the program. The research method which be used is descriptive method through the qualitative approach. The research focuss on government programs to handle poor societies in the Social and Labor Departement of Blitar City which the focus consist of the target group of poor societies and the training programs that includes institution, kind of training, instructor, infrastructure, schedule, method, governments help and implentation training for the job. The techniques of collected data are through interview, observation, and documentation. The waies of analys data are collected data, reduction data, presentation data, and the with drawal of the conclusion. The result of the research is training program for poor societies through Social and Labor Departement of Blitar City for free that it has been running quite well with regard to the empowerment of human resources. The government join partnership with training institution which it is out of institution. The instructors led course with profesional and experienced, the training place with the complete infrastructure, training method which is suitable with poor societies characters, until giving finance and giving tool in group from government that can be usedas a bussiness. However, in this implementation programs are still resistance either from within thaat include the decreasing of socialiszation program to societies, and many jobs in the institution so the planning is not ontime. Beside that the resistance of outside is related to the seriousness level of poor societies in joining the training is low. Based on result research there are many recomendations which the researcher can give to government, the government especially, Social and Labor Departement of Blitar City should improve its peformance so the planning of the programs that are arranged can be done on time and socialized to societies, so that the poor societies in Blitar City know the free training programss. Beside that, the giving finance bussiness and tool from the government in individually not in a group.
