Abstract
Implementasi otonomi daerah menurut UU No.32 Tahun 2004 dan otonomi desa berdasarkan PP No.6 Tahun 2014 menjelaskan adanya pelimpahan wewenang dari pemerintah pusat ke daearah, daerah ke pemerintahan desa dengan memberikan keleluasaan daerah dan desa untuk mengelola keuangannya sendiri. Desa memiliki sumber pendapatan dari pemerintah daerah yaitu alokasi dana desa 70% untuk belanja pemberdayaan masyarakat dan 30% untuk belanja apratur dan operasional Pemerintah Desa. Pemanfaatan alokasi dana desa oleh pemerintahan desa dilakukan untuk pembangunan fisik. Namun, penggunaan dana ADD untuk pembangunan fisik tersebut tidak sesuai dengan kegiatan pembangunan yang sedang berlangsung karena adanya bestek sehingga mengurangi kualitas pembangunan fisik tersebut. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Sedangkan yang menjadi fokus penelitian adalah efektifitas dana pembangunan fisik di Desa Pucangro Kecamatan Gudo Kabupaten Jombang, dan fator-faktor pendukung dan penghambat efektifitas dana pembangunan fisik Desa Pucangro Kecamatan Gudo Kabupaten Jombang. Lokasi penelitian ini di Desa Pucangro Kecamatan Gudo Kabupaten Jombang. Analisis data peneliti menggunakan analisis Miles dan Hubermen terjemahan oleh Tjetjep Rohendi Rohidi (1992:20). Hasil dari penelitian ini adalah bahwa penggunaan dana ADD untuk pembangunan fisik Desa Pucangro Kecamatan Gudo Kabupaten Jombang pada tahun 2010 sampai 2012 telah dilakukan secara efektif, namun belum efesien karena tidak memenuhi bestek yang telah ditentukan sehingga mengurangi kualitas pembangunan fisik. Faktor penghambat antara lain keterbatasan dana, pengusulan dana biasanya selain ADD sudah mengajukan proposal tetapi tidak terealisasi dan sebelum pengajuan dana ke pemerintah Kabupaten terlebih dahulu mengajukan RAP terkadang ada pelelangan harga bahan pokok bangunan.
English Abstract
Regulation 6 of village autonomy in 2014 explained the delegation of authority from the central government to the affluent, the area with the village government to provide more flexibility and rural areas to manage their own finances. The village has a source of income from local government funds are allocated 70% to the shopping village community development and 30% for expenditure and operational apratur Village Government. This research is a descriptive qualitative approach. The location of this study in the Village District of Gudo Pucangro Jombang. Analysis of data the researcher used Miles and analysis Hubermen translation by Tjetjep Rohendi Rohidi (1992:20). Results from this study is that the use of funds for the development of physical ADD Pucangro District of Gudo village Jombang in 2010 to 2012 has been carried out effectively, but not efficient because it does not meet the predetermined bestek thereby reducing the quality of physical development. Inhibiting factors include limited funds, the funds are usually in addition to the ADD proposal had proposed but not realized and before the filing of the District government funds to submit first price auction RAP sometimes basic building materials.
