Abstract

Penelitian ini bermula dari munculnya beragam permasalahan pasca desentralisasi yang berdampingan dengan proses globalisasi, maka pemerintah daerah yang mengetahui kelemahan dan kelebihan untuk mengelola permasalahan didaerahnya dituntut seinovatif mungkin memberikan jawaban dari masalah-masalah di daerahnya. Namun perlunya innovative governance dalam menjawab masalah yang kian variatif didampingi dengan minimnya inovasi di berbagai daerah, sehingga kondisi turbulence juga berakibat pula pada bidang kesehatan, terutama permasalahan gizi buruk pada balita, karena pada usia balita, merupakan golden age dimana kemampuan otak dan psikisnya berkembang pesat, yang otomatis akan menentukan kualitas generasi penerus bangsa. Dari sisi keilmuwan public administration, study terhadap praktik innovative governance masih minim ditengah urgensitas kemunculannya, maka diperlukan pengetahuan akan proses memunculkan dan mengembangkan gagasan inovatif yang solutif hingga pada tahap penuangan dalam bentuk yang konkrit dan legal, agar dapat dijadikan sebagai percontohan. Metode penelitian dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif dan menggunakan teknik analisis data model Spradley serta berfokus pada proses innovative governance melalui gerakan pengentasan gizi buruk yang dirinci mulai dari terminologi dan gambaran umum GENTASIBU, aktor penggagas, kemunculan gagasan inovasi GENTASIBU, tindakan lanjutan terhadap gagasan, implementasi, peran stakeholders, hasil implementasi GENTASIBU serta keberlanjutan inovasi GENTASIBU terhadap kemunculan inovasi lainya, dan berfokus pada faktor pendukung dan penghambatnya. Hasil penelitian ini menyimpulkan bahwa innovative governance yang merupakan suatu proses telah diselenggarakan oleh Pemerintah Kabupaten Nganjuk melalui gerakan pengentasan gizi buruk (GENTASIBU) yang didampingi dengan faktor penghambat dan faktor pendukung. Dengan adanya faktor penghambat, maka peneliti memberikan rekomendasi sebuah analogi yang mengilustrasikan pemaksimalan sekaligus percepatan innovative governance serta implementasinya dengan mengadopsi model Triple Helix.

English Abstract

This research started from the emergence of a variety of problems postdecentralization adjoining the globalization process, the local government know the weaknesses and strengths required to manage the problems of their region as innovative as possible provide the answer to the problems in the region. However, the need for innovative governance in answering the increasingly varied problems accompanied with the lack of innovation in many areas, so the turbulence conditions also resulted in the health sector, especially the problem of malnutrition among children under five, because the age of the children, a golden age where the brain and psychic ability is growing rapidly, which automatically determines the quality of the next generation. From the side of science of public administration, the study of innovative governance is low, in the middle of urgensitas of existence. So, be required knowledge about processes and develop innovative ideas led to the solution-to the stage in the form of concrete pouring and legal, in order to serve as a pilot. The research method in this study is descriptive qualitative method approach and uses data analysis techniques and models Spradley, focuses on innovative governance processes through malnutrition alleviation movement detailed ranging from terminology and general description GENTASIBU, actor initiators, the emergence of the idea of innovation GENTASIBU, further action on ideas, implementation, role of stakeholders, the results of the implementation of GENTASIBU, and sustainability innovation GENTASIBU for the emergence other innovation, and focuses the supporting and inhibiting factors. The results of this study concluded that innovative governance which a process has been organized by the Nganjuk district government through malnutrition alleviation through movement (GENTASIBU), is accompanied by a factor inhibiting and supporting factors. With the inhibiting factors, the researchers gave an analogy that illustrates the recommendation maximizing acceleration at the same time innovative governance and its implementation by adopting the Triple Helix Model.
