Abstract
Undang-Undang No. 22 tahun 1999 tentang Pemerintahan Daerah berimplikasi pada meningkatnya tuntutan pemekaran daerah. Hingga tahun 2012 daerah otonom bertambah sebanyak 205. Tujuan utama pemekaran daerah adalah untuk mensejahterakan masyarakat. Kabupaten Bandung Barat sebagai daerah pemekaran merupakan salah satu Daerah Otonom Baru dengan kesejahteraan terburuk diantara Daerah Otonom Baru lain di Provinsi Jawa Barat maka penelitian ini berusaha menganalisis kesejahteraan masyarakat pasca pemekaran daerah dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan metode kualitatif exploratory research dan dibatasi dengan dua fokus yaitu : (1) Kesejahteraan masyarakat Kabupaten Bandung Barat pasca pemekaran daerah, (2) Faktor-faktor yang mempengaruhi kesejahteraan masyarakat Kabupaten Bandung Barat pasca pemekaran daerah. Tahapan analisis meliputi : notice things, collect things dan think about things. Kesejahteraan masyarakat Kabupaten Bandung Barat pasca pemekaran daerah sudah menunjukkan progres yang baik meskipun pada tahun pertama mengalami penurunan. Disparitas Indeks Pembangunan Manusia antar Kecamatan masih tinggi. Masyarakat yang tinggal di Kecamatan-Kecamatan wilayah selatan tingkat Indeks Pembangunan Manusianya masih rendah. Faktor-faktor yang mempengaruhi kesejahteraan masyarakat Kabupaten Bandung Barat pasca pemekaran daerah meliputi : (1) Pelayanan Publik bidang kesehatan yang masih sulit diakses oleh masyarakat yang jauh dari Ibukota Kabupaten, (2) Pada aspek pendidikan, Kabupaten Bandung Barat mengalami kekurangan tenaga pengajar dan sekolah, (3) Kondisi infrastruktur khususnya jalan di wilayah selatan masih buruk, (4) Berkaitan dengan kemampuan menggali PAD, banyak potensi daerah yang belum dimanfaatkan secara maksimal, (5) Kabupaten Bandung Barat memiliki beban penduduk miskin yang sangat besar, (6) Alokasi anggaran tidak sesuai dengan tuntutan dan kebutuhan. Berdasarkan temuan di atas, maka dirumuskan rekomendasi sebagai berikut: Pemerintah Kabupaten Bandung Barat perlu memperbaiki kualitas layanan kesehatan khususnya untuk wilayah selatan. Pada aspek pendidikan, perlu peningkatan jumlah guru SD serta pemerataan sekolah dan guru SMA. Infrastruktur jalan perlu dijadikan sebagai prioritas utama dalam proses pembangunan. Perlu memanfaatkan potensi-potensi pajak dan retribusi yang belum tergali. Pemerintah Kabupaten Bandung Barat perlu merubah fokus pembangunan dari infrastruktur pemerintahan dan pengembangan birokrasi menjadi program-program pengentasan kemiskinan, pembangunan infrastruktur jalan dan peningkatan kualitas pelayanan dasar (kesehatan dan pendidikan dan ekonomi).
English Abstract
Since the enactment of Law 22 of 1999 on Regional Government, demand of local government proliferation increasing rapidly. From 1999 to 2012 the new local government increased as much as 205. The main objective of local governmen proliferation is to improve public welfare. Bandung Barat Regency is one of New Local Government with the worst welfare among other New Local Government in Jawa Barat Province. This study analyzes the Public Welfare after Local Government Proliferation and the factors that influence it. This research use qualitatif exploratory methode and be restricted by two focus : (1) Public Welfare after Local Government Proliferation in Bandung Barat Regency, (2) Factors affecting the public welfare in Bandung Barat Regency. Source of data used are primary and secondary data. The stages of analysis is: notice things or observation and coding, collect things or collection and selection of data and think about things or interpret the data, look for patterns to do, and found the phenomenon being studied. Welfare of the people in Bandung Barat Regency after local government proliferation is already showing good progress although in the early years has decreased. After proliferated for 6 years, the disparity between Human Development Index in each other District is still high. Factors that affecting the public welfare in Bandung Barat Regency after Local Government proliferation is : (1) Public health services are still difficult to access by people who live far away from the Capital District, (2) Bandung Barat Regency suffered a shortage of theachers and lack of school number. (3) Condition of infrastructure, especially roads in the south of Bandung Barat Regency is still bad. (4) Many potency that have not been fully utilized. (5) In the early years of Local Government proliferation, Bandung Barat Regency has the burden of large poor people. (6) Use of the development budget is still has not complied with ideal criteria. Formulation for recommendations in this dtudy is : Bandung Barat Regency governments need to improve the services quality especially for the southern region. On educational aspects, needs to increase the number of elementary school teachers and high school teacher equity. Road infrastructure should be a top priority in the development process and need a larger budget allocation, Harnessing the potential of taxes and levies that have not been excavated. Bandung Barat Regency governments need to shift the focus of development of infrastructure and the development of government bureaucracy into poverty alleviatioin programs, the development of road infrastructure and improving the quality of basic services (health and education and the economy).
