Abstract
Keamanan merupakan salah satu permasalahan yang mengemuka di kawasan Asia Timur. Salah satu permasalahan keamanan di kawasan tersebut adalah agresivitas Korea Utara dalam melakukan pengembangan militer, khususnya pengembangan ballistic missile. Kebijakan pengembangan ballistic missile Korea Utara pertama kali dilakukan pada tahun 1960. Kebijakan pengembangan ballistic missile Korea Utara tersebut membuat Korea Selatan sebagai negara yang berbatasan langsung dengan Korea Utara merasa terancam dan negara-negara di kawasan Asia Timur, karena Koera Utara mengklaim bahwa ballistic missile buatannya mampu membawa nuklir sebagai hulu ledak, sehingga pada tahun 2003 dibentuk sebuah forum bernama Six Party Talk yang bertujuan untuk menghentikan kebijakan pengembangan ballistic missile dan nuklir Korea Utara. Namun Six Party Talk gagal untuk menghentikan tindakan Korea Utara tersebut, dan pada tahun 2009 Korea Utara keluar dari Six Party Talk dan kembali melakukan uji coba ballistic missile. Penelitian ini akan membahas mengenai bagaimana respon Korea Selatan dalam menghadapi ancaman yang dihadirkan oleh Korea Utara melalui pengembangan dan uji coba ballistic missile. Dimana dalam pembahasannya penulis akan menggunakan teori Balance of Threat (BoT) oleh Stephen M. Walt sebagai alat analisis. Terdapat empat variabel yang akan digunakan untuk menganalisis, yaitu aggregate power, geographical proximity, offensive power dan aggresive intention serta bentuk respon balancing atau bandwagoning. Selain itu penulis juga akan menganalisa pembentukan aliansi Korea Selatan dalam menghadi ancaman dengan teori alliance formation yang memiliki tiga variabel yaitu devise ideology, international bribery dan penetration.
English Abstract
Security is one of the emerging issues in East Asia. One of the security concerns in the region is North Korea's aggression in military development, especially the development of ballistic missiles. North Korea's ballistic missile development policy was first undertaken in 1960. The North Korean ballistic missile development policy has made South Korea as a country bordering on North Korea feels threatened and countries in East Asia. Because North Koera claims that its artificial ballistic missile is capable of carrying nuclear as a warhead. So that in 2003 countries in eastern Asia formed a forum called Six Party Talk with purpose to stop North Korea's ballistic missile and nuclear development policy. But Six Party Talk failed to stop the North Korean action, and in 2009 North Korea withdraw from Six Party Talk and resumed a ballistic missile test. This research will discuss how South Korea responds to the threat posed by North Korea through the development and testing of ballistic missiles. Where in the discussion the author will use the theory of Balance of Threat (BoT) by Stephen M. Walt as an analytical tool. There are four variables that will be used to analyze, namely aggregate power, geographical proximity, offensive power and aggressive intention and the form of balancing or bandwagoning response. In addition, the author will also analyze the formation of South Korea alliance as the form of respond to the North Korea’s threat with the theory of alliance formation that has three variables, namely devise ideology, international bribery and penetration.
