Abstract
Dalam rangka pelayanan publik dapat dikatakan bahwa pelayanan tidak dapat dipisahkan dengan kehidupan manusia. Masyarakat setiap waktu akan selalu menuntut pelayanan publik yang berkualitas dari birokrat, meskipun tuntutan itu sering lain tidak sesuai dengan apa yang diharapkan, karena secara empiris pelayanan publik yang terjadi selama ini masih menampilkan ciri-ciri yakni berbeli-belit, lambat, mahal, dan melelahkan. Kecenderungan seperti itu terjadi karena masyarakat masih diposisikan sebagai pihak yang “melayani” bukan yang “dilayani”. Dalam hal pemeliharaan dan pengawasan penerangan jalan umum dikota kediri maka pada penulisan ini membahas pelaksanaan pasal 18 huruf (c) peraturan walikota kediri nomor 22 tahun 2013 tentang uraian tugas, fungsi, dan tata kerja dinas kebersihan dan pertamanan terkait pemeliharaan, pengawasan, pengendalian, dan pemanfaatan penerangan jalan umum dan dekorasi kurang maksimal, hal ini terbukti lambannya pengerjaan perbaikan penerangan jalan umum. Berdasarkan hal tersebut penelitian ini mengangkat rumusan masalah sebagai berikut : 1. Bagaimana pelaksanaan pasal 18 huruf (c) peraturan walikota Kediri nomor 22 tahun 2013 tentang Uraian Tugas, Fungsi, dan Tata Kerja Dinas Kebersihan dan Pertamanan Terkait pemeliharaan, pengawasan, pengendalian dan pemanfaatan penerangan jalan umum dan dekorasi kota Kediri. 2. Apa kendala pelaksanaan pasal 18 huruf (c) peraturan walikota Kediri nomor 22 tahun 2013 tentang Uraian Tugas, Fungsi, dan Tata Kerja Dinas Kebersihan dan Pertamanan Terkait pemeliharaan, pengawasan, pengendalian dan pemanfaatan penerangan jalan umum dan dekorasi kota Kediri. 3. Apa Upaya yang dilakukan Pemerintah Kota Kediri untuk mengatasi kendala tersebut.
English Abstract
In the framework of public service can be said that the ministry cannot be separated from human life. Society at any time will always demand quality public services from bureaucrats, even though the charge was often the other is not in accordance with what was expected, since empirically public services that occurred during this still displays the characteristics of the cumbersome, slow, expensive, and exhausting , Such tendencies occur because people are still positioned as the party who "serve" instead of "served". In terms of maintenance and supervision of street lighting in the city Kediri so in this paper discusses the implementation of article 18 (c) regulations mayor Kediri number 22 in 2013 about the job description, function, and working procedures of the department cleanliness and landscaping related maintenance, monitoring, control, and utilization of public street lighting and the decor is less than the maximum, it is evident slowness street lighting repair work. Based on this study raised the formulation of the problem as follows: 1. How is the implementation of article 18 (c) Kediri mayor regulation number 22 of 2013 on Duties, Functions, and Work Procedure of Department of Hygiene and Related maintenance, monitoring, control and utilization of lighting public roads and decorations Kediri. 2. What are the constraints the implementation of article 18 (c) Kediri mayor regulation number 22 of 2013 on Duties, Functions, and Work Procedure of Department of Hygiene and Related maintenance, monitoring, control and utilization of public street lighting and decor Kediri. 3. What Efforts Kediri City Government to overcome these obstacles.
