Abstract
Penerimaan Siswa Tingkat SMP dan SMA. Pemilihan tema tersebut dilatar belakangi oleh kebijakan Walikota Blitar dalam tujuan peningkatkan di bidang pendidikan agama Islam para peserta didik di Kota Blitar yaitu dengan mengadakan tes kemampuan agama Islam. Tes kemampuan agama Islam ditekankan pada penguasaan baca tulis Al Qur’an. Tes Kemampuan Agama Islam sejauh ini sudah berjalan untuk ketiga kalinya yaitu di tahun 2012, 2013, dan 2014. Berdasarkan hal tersebut diatas, karya tulis ini mengangkat rumusan masalah: (1) Bagaimana efektifitas Peraturan Walikota Blitar Nomor 8 Tahun 2012 terkait tes kemampuan Agama Islam dalam penerimaan siswa tingkat SMP dan SMA? (2) Kendala yang dihadapi dalam pelaksanaan tes kemampuan Agama Islam dalam penerimaan siswa tingkat SMP dan SMA di Kota Blitar? (3) Upaya yang dilakukan dalam peningkatan efektifitas Peraturan Walikota Blitar Nomor 8 Tahun 2012 terkait tes kemampuan Agama Islam dalam penerimaan siswa tingkat SMP dan SMA? Penulisan karya tulis ini menggunakan metode empiris dengan metode pendekatan Yuridis Sosiologis. Data primer dan sekunder yang diperoleh penulis akan dianalisis dengan menggunakan teknis analisis data deskriptif analisis yaitu prosedur pemecahan masalah yang diteliti dengan cara memaparkan data yang diperoleh dari hasil pengamatan di lapangan dan studi kepustakaan yang kemudian dianalisis dan diinterpretasikan dengan memberi kesimpulan sesuai dengan permasalahan.Berdasarkan penelitian, penulis memperoleh jawaban bahwa pelaksanaan tes kemampuan agama Islam yang didasarkan pada Peraturan Walikota Blitar Nomor 8 Tahun 2012 sudah efektif dimana tes tersebut mampu mendorong para peserta didik untuk mempelajari Al Qur’an. Beberapa kendala yang dihadapi dalam pelaksanaan tes kemampuan agama Islam tersebut adalah masih adanya kompetensi penguji tes yang kurang, waktu pelaksanaan tes yang masih berbenturan dengan kegiatan di beberapa sekolah, dan kurangnya partisipasi aktif dari beberapa guru pengajar pendidikan Agama Islam. Upaya yang dilakukan dalam mengatasi kendala tersebut adalah dengan memperketat proses seleksi penguji tes, melakukan kordinasi dengan sinas pendidikan Kota Blitar terkait pengaturan jadwal tes, dan sosialisasi kepada guru pengajar pendidikan agama Islam Kota Blitar.
English Abstract
A thesis on this , writer raised the problems the effectiveness of the mayor of Blitar regulation number 8 related 2012 tests the ability of the religion of Islam in receipt of junior high student and senior high school .The theme because there by a policy on the mayor of Blitar in purpose to in the field for Islamic education the school tuition in the town of Blitar namely by hold tests the ability of the religion of Islam .Tests the ability of the religion of Islam was focused on literacy mastery of the Qur’an .Tests the ability of the religion of Islam so far has been running for the third time namely in 2012 , 2013 , and 2014. Based on it above , a piece of writing this problem: (1) how the effectiveness of the mayor of blitar regulation no 8 related 2012 tests the ability of the religion of Islam in receipt of junior high student and senior high school? (2) constraints in the implementation of tests the ability of the religion of Islam in receipt of junior high student and high schools in the city of Blitar? (3) the efforts made in enhancing the effectiveness of the mayor of Blitar regulation number 8 related 2012 tests the ability of the religion of Islam in receipt of junior high student and senior high school? The writing of a piece of writing an empirical method with the methods it uses sociological juridical approach .Primary and secondary data obtained writer will be analyzed data analysis by the use of technical analysis procedures descriptive namely the treatment solving a problem by means of explained the data obtained from the results of the field observation and study literature available that then analyzed and interpreted by giving conclusion in accordance with the problems. Based on research writer elicit a response that the implementation of the tests the ability of religious devotion which is based on the regulation of Blitar mayor number 8 / 2012 is effective where the tests were able to push the school tuition to study the Qur’an. Several problems facing the efforts in the implementation of the tests the ability of the religion of Islam is the fact that there are still an examiner of competency tests being deficient; the period for implementation the tests still collide with activities in some schools and lack of active participation of several teachers teaching education of Islam. The efforts made in reducing the was to tighten the selection process of the test examiners, coordinates do with department of education Blitar, setting a schedule the test and the socialization for teachers teaching for Islamic education city Blitar.
