Abstract
Pada skripsi ini penulis mengangkat judul Dinamika Mutasi Pejabat Struktural Pegawai Negeri Sipil Di Badan Kepegawaian Daerah Kota Probolinggo karena dilatar belakangi penyelenggaraan tugas di bidang kepegawaian oleh Badan Kepegawaian Daerah Kota Probolinggo dalam hal tugas melaksanakan mutasi pejabat struktural Pegawai Negeri Sipil daerah diindikasikan terjadi ketidak-proporsionalan dalam hal pelaksanaannya sehingga terjadi jabatan yang tidak sesuai dengan kompetensi yang dimiliki Penulis mengangkat rumusan masalah : (1) Bagaimanakah dinamika mutasi pejabat struktural Pegawai Negeri Sipil di Badan Kepegawaian Daerah Kota Probolinggo?, (2) Permasalahan apa saja yang timbul dengan adanya mutasi pejabat struktural Pegawai Negeri Sipil di Badan Kepegawaian Daerah Kota Probolinggo? dan (3) Bagaimanakah upaya dan solusi Badan Kepegawaian Daerah Kota Probolinggo dalam mengatasi permasalahan dinamika mutasi pejabat struktural Pegawai Negeri Sipil? Penulisan skripsi ini menggunakan metode yuridis empiris dengan pendekatan yuridis sosiologis. Teknik analisis data menggunakan teknik deskriptif analisis yaitu Mendeskripsikan fakta-fakta dilapangan kemudian pemilihan relevan atau tidaknya data dengan penelitian. Berdasarkan hasil penelitian, Dinamika Mutasi Pejabat Struktural Pegawai Negeri Sipil di Badan Kepegawaian Daerah Kota Probolinggo dilakukan dengan memperhatikan prosedur atau mekanisme yang sudah ditetapkan dimana berorientasi pada penempatan dalam jabatan yang tepat pada posisi yang tepat pula. Langkah-langkah dalam mutasi pejabat struktural Pegawai Negeri Sipil di Badan Kepegawaian Daerah Kota Probolinggo adalah pertama dengan menginvetarisir jabatan yang kosong melalui perhitungan pejabat struktural yang akan mengalami pensiun, kemudian menyiapkan draft nama-nama pejabat struktural disertai masukan dari SKPD (Satuan Kerja Perangkat Daerah) untuk dibawa di sidang Baperjakat (Badan Pertimbangan Jabatan dan Kepangkatan), kemudian hasil dari sidang di ajukan kepada Kepala Daerah selaku Pejabat Pembina Kepegawaian Daerah dan Setelah Kepala Daerah menyetujui daftar nama calon pejabat struktural yang baru, langkah selanjutnya BKD mempersiapkan acara pelantikan, pengambilan sumpah dan serah terima jabatan pejabat struktural yang baru. Badan Kepegawaian Daerah Kota Probolinggo dalam melakukan mutasi pejabat struktural PNS mendapatkan hambatan dalam pelaksanaannya, hal tersebut dipengaruhi oleh beberapa faktor yaitu faktor administrasi dan dan faktor psikologis. Namun hambatan tersebut dapat diatasi oleh BKD Kota Probolinggo dengan melakukan upaya dan solusi dengan menyusun data kepegawaian secara komprehensif, menyimpan dan mengolahnya sehingga menjadi sumber data yang akurat. Selain itu upaya yang dilakukan BKD Kota Probolinggo adalah dengan melakukan uji kompetensi terhadap calon pejabat struktural yang akan dimutasi.
English Abstract
In this paper the authors raised the title Mutations Structural Dynamics of Civil Servants in Probolinggo City Regional Employment Board for background tasks in the field of personnel administration by the Regional Employment Board of Probolinggo in terms of carrying out the task of structural mutations Civil Service officials indicated happen disproportionate area in terms of its implementation so position which does not occur in accordance with their competence. The author raised the formulation of the problem: (1) How do the dynamics of structural mutations Civil Servants officials at the Regional Employment Board of Probolinggo City ?, (2) additional problems arise with the mutation of structural officers in the Civil Service Personnel Agency of City of Probolinggo? and (3) What efforts and solutions Probolinggo City Regional Employment Board in addressing the structural problems of the dynamics of mutations officials Civil Servants? Writing of this method with the juridical empirical sociological juridical approach. Data were analyzed using descriptive analysis techniques that describe the facts relevant to the field and then selecting whether or not the data in the study. Based on the research results, the structural dynamics of mutations Civil Servants officials at the Regional Employment Board Probolinggo conducted with respect to the procedures or mechanisms that have been set where by oriented placement in the right position at the right position as well. Steps in the structural mutations Civil Servants officials at the Regional Employment Board of Probolinggo City is the first to inventory vacant positions through the calculation of structural officials who would have retired, then prepare draft structural official names with input from SKPDs (regional work units) to be taken at the hearing Baperjakat (Advisory Board Position and Rank), then the results of the submitted to the Regional Head of Trustees as the Regional Personnel Officer and After Regional Head approve official names of potential new structural, BKD next step to prepare the inauguration, the swearing and handover of new structural officials. Regional Employment Board of Probolinggo City officials in conducting structural mutation PNS get obstacles in the implementation, it is influenced by several factors: the administrative factors and psychological factors. However, these obstacles can be overcome by BKD Probolinggo to make efforts and solutions to formulate a comprehensive staffing data, store and process it so that it becomes a source of accurate data. In addition, efforts were made BKD Probolinggo is to test the competence of candidates for structural officials to be transferred.
