Abstract
Pada penulisan skripsi ini Penulis mengangkat permasalahan terkait dengan perlindungan anak yang tinggal di sekitar lokasi prostitusi dari pengaruh lingkungan prostitusi terhadap perilaku seksual anak. Pilihan tema tersebut dilatar belakangi karena masih banyak anak yang tinggal di sekitar lokasi prostitusi khususnya di sekitar lokasi prostitusi yang ada di Semampir Kota Kediri. Tinggal di lingkungan yang kurang baik akan berpengaruh terhadap perkembangan anak. Berdasarkan hal tersebut diatas maka Penulis merumuskan permasalahan sebagai berikut :1). Bagaimana Lembaga Perlindungan Anak memberikan perlindungan terhadap perilaku seksual anak yang tinggal di sekitar lokasi prostitusi?2). Apa hasil dari upaya perlindungan anak yang tinggal di sekitar lokasi prostitusi dari pengaruh lingkungan prostitusi? Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian empiris dengan metode pendekatan yuridis sosiologis. Lokasi penelitian ini adalah Lembaga Perlindungan Anak (LPA) Kota Kediri yang merupakan lembaga yang dibentuk untuk melakukan perlindungan terhadap hak – hak anak. Jenis data yang digunakan adalah data primer yang diperoleh dari hasil wawancara dengan Ketua Lembaga Perlindungan Anak (LPA) Kota Kediri dan masyarakat sekitar lokasi prostitusi Semampir, selain itu juga menggunakan data sekunder yang diperoleh dari perundang – undsngan, buku, internet dan lain sebagainya. Tekhnik Pengolahan data yang digunakan adalah deskriptif analitis. Dari hasil penelitian tersebut diperoleh jawaban dari permasalahan yang ada bahwa tinggal di lokasi prostitusi berdampak pada perkembangan anak termasuk mental, moral dan perilaku seksual anak. Anak cenderung malas dan kurang pengawasan, hal ini mengakibatkan anak harus putus sekolah dan menikah lebih cepat dari teman seusianya. Berbagai upaya telah dilakukan dalam rangka memberikan perlindungan bagi anak – anak yang tinggal di sekitar lokasi prostitusi yang ada di Semampir Kota Kediri. Upaya tersebut dilakukan oleh Lembaga Perlindungan Anak Kota Kediri sebagai lembaga khusus yang bergerak dalam hal pemenuhan hak – hak anak serta pihak – pihak terkait. Dalam rangka pemenuhan hak – hak anak, meskipun upaya tersebut menemui beberapa hambatan, tetapi dari upaya perlindungan anak tersebut diperoleh hasil kondisi di sekitar lingkungan prostitusi lebih kondusif dan masyarakat lebih sadar akan pentingnya perlindungan dan pengawasan khususnya terhadap hak-hak anak yang tinggal di sekitar lokasi prostitusi.
English Abstract
On the writing of this thesis the author raised issues related to the protection of children living around the site of prostitution from the influence of the environment of prostitution against child sexual behavior. The theme of the event will choice because there are still many children who live around the site of prostitution, especially around the site of prostitution in Semampir Kediri. Living in an environment thats less good will affect the childs development. Based on it above hence writers formulate problems as follows: 1 ). How Child Protection Agency provide protection against the sexual behavior of children who live in the vicinity of prostitution? 2 ). What the results of efforts to protect children living in the vicinity of the prostitution of enviromental influences prostitution? The type of research used in this study is the empirical research in methods of juridical sociological approach. The location of this research in Child Protection Agency Kediri is an institution that was created to carry out the protection of the rights of the child. The data type of the primary data used was obtained from interviews with the Chairman of Child Protection Agency Kediri and surrounding communities location prostitution Semampir, in addition also use secondary data obtained from the law, books, the internet and so forth. The dwarf in the processing of the data used is descriptive analytic. Answer from the existing problems that living in the areas of prostitution impact on children development mental, including moral and sexual behavior child. Children tend to be lazy and less control, this leads to the child shall drop out of school and married faster than a friend of his age. Many efforts have been conducted, the effort is Child Protection Agency Kediri as a special institution move in terms of the fulfillment of the rights of children. In order the fulfillment of the rights of children and related parties, although the effort has encountered some resistance, but the child protection efforts of retrieved results conditions in the surrounding environment more conducive prostitution and the public more aware of the importance of protection and supervision in particular the rights of children living in the vicinity of prostitution.
