Abstract
Dalam penulisan skripsi ini dibahas tentang Pelaksanaan Pembinaan Sistem Resi Gudang Di Kabupaten Blitar yang dalam kaitannya merupakan hambatan pelaksanaan Sistem Resi Gudang yang ada di Kabupaten Blitar sehingga Sistem Resi Gudang tidak berjalan. Salah satu sektor yang menjadi prioritas untuk di kembangkan di Kabupaten Blitar adalah pertanian. Di perkirakan pada beberapa dasawarsa kedepan sektor pertanian masih mendominasi di bandingkan dengan sektor lain mengingat kultur dan kondisi geografi di Kabupaten Blitar sangat mendukung perkembangan sektor pertanian. Untuk mendukung terobosan inovasi dalam peningkatan perekonomian sektor petanian maka Pemerintah Kabupaten Blitar bekerjasama dengan Kementrian Perdagangan melalui Dana Alokasi Khusus Bidang Sarana Perdagangan Tahun Anggaran 2011 membuat program gudang penyimpanan yang sesuai dengan UU No.9 Tahun 2006 yang kemudian diamandemen dengan UU No 9 tahun 2011 berkaitan dengan Sistem Resi Gudang Jenis penelitian dalam metode penulisan skripsi ini merupakan jenis penelitian Yuridis Empiris, dimana pendekatan penelitian hukum yang digunakan adalah pendekatan penelitian sosiologis. Bahan hukum primer diperoleh melalui wawancara baik terstruktur maupun tidak terstruktur, pengamatan, dan Focus Grup Discussion (FGD). Bahan hukum sekunder diperoleh melalui studi dokumen berkas-berkas penting dari institusi yang diteliti serta penelusuran peraturan perundang-undangan dari berbagai sumber, dan penelusuran situs di internet. Dari hasil penelitian dengan metode diatas, penulis memperoleh jawaban atas permasalahan yang ada bahwa Keberhasilan implementasi Sistem Resi Gudang, khususnya yang berkaitan dengan peran petani dan pelaku usaha kecil, sangat membutuhkan keterlibatan pemerintah pusat dan pemerintah daerah. Program pembiayaan usaha tani melalui pemberian Kredit Usaha Rakyat dengan Jaminan Resi Gudang setidaknya harus melibatkan beberapa dinas-dinas terkait dan bank penjamin. Anggapan bahwa Sistem Resi Gudang juga cukup rumit untuk dilaksanakan oleh petani. Dengan banyaknya pihak yang terlibat dalam SRG dari atas sampai bawah yang penuh prosedur, bisa saja kurang sesuai dengan kondisi petani/kelompok tani/gapoktan yang secara kelembagaan belum siap. Kondisi ini dikhawatirkan menjadikan Sistem Resi Gudang tidak dapat dinikmati oleh petani tetapi lebih banyak diakses oleh pedagang pengepul/tengkulak. Maka dari itu diperlukan pembinaan oleh pemerintah daerah setempat agar sistem resi gudang tersebut dapat terarah tepat pada sasaran dan dapat berjalan secara maksimal. Dalam pembinaan tersebut juga harus terdapat koordinasi antara dinas-dinas terkait dan pihak Bank yang menerima kredit dengan sistem resi gudang tersebut.
English Abstract
In this thesis discussed about the implementation of Warehouse Receipt System Development In Blitar that in relation to the implementation of the warehouse receipt system barriers that exist in Blitar so the warehouse receipt system is not running. One of the priority sectors to be developed in Blitar is agriculture. It is estimated that in the next few decades the agricultural sector still dominates in comparison with other sectors given the culture and geography in Blitar strongly supports the development of the agricultural sector. To support breakthrough innovation in improving the economys agricultural sector, the Government of Blitar in cooperation with the Ministry of Trade through the Special Allocation Fund for Trade Facility Sector Fiscal Year 2011 makes storage warehouse program in accordance with the Act No.9 of 2006 which was then amended by Law No. 9 of 2011 relating the Warehouse Receipt System This type of research in the writing of this method is a kind of Juridical Empirical research, where legal research approach used is a sociological research approach. Primary legal materials obtained through interviews structured and unstructured, observations, and Focus Group Discussion (FGD). Secondary legal materials obtained through the study of important files and documents of the institutions studied and search legislation from various sources, and search sites on the internet. From the results of the study with the above method, the authors obtained the answers to the problems that exist that the successful implementation of the warehouse receipt system, especially with regard to the role of farmers and small businesses, it requires the involvement of the central government and local governments. Farm financing program through the peoples business credit guarantee warehouse receipt should at least involve some relevant agencies and the guarantor bank. The presumption that the warehouse receipt system is also quite complicated to be implemented by farmers. With so many parties involved in the SRG up and down the full procedure, may be less in accordance with the conditions of the farmers/farmer group/gapoktan that institutionally not ready. This condition is feared to make the warehouse receipt system can not be enjoyed by farmers but more accessible to collectors traders/middlemen. Thus the necessary guidance by the local government so that the warehouse receipt system can be directed precisely on target and can run optimally. In the guidance should also there is coordination between relevant agencies and the bank that accepts credit with the warehouse receipt system.
