Abstract
Kejahatan bukan merupakan peristiwa hereditas (bawaan sejak lahir, warisan), juga bukan merupakan warisan biologis. Tindak kejahatan bisa dilakukan siapapun, baik wanita maupun pria, dengan tingkat pendidikan yang berbeda. Dampak negatif dari kejahatan tidak hanya merugikan masyarakat secara fisik saja, tetapi juga menyangkut psikis seseorang atau suatu kelompok masyarakat. Salah satu bentuk kriminalitas atau kejahatan yang diteliti dalamskripsi ini adalah tindak pidana pencurian kendaraan bermotor. Berdasarkan hal tersebut di atas, penulis mengangkat rumusan masalah : (1) Apa upaya Polri dalam menanggulangi tindak pidana pencurian kendaraan bermotor roda dua? (2) Apa kendala yang dihadapi Polres Madiun dalam menanggulangi tindak pidana pencurian kendaraan bermotor roda dua? Metode yang digunakan dalam pelaksanaan penelitian ini menggunakan beberapa tahapan, dengan metode pendekatan yang dipakai adalah metode yuridis empiris dengan lokasi penelitian di Polres Madiun Kota khususnya Unit Reskrim, responden yang digunakan dalam pelaksanaan wawancara adalah tiga orang anggota Reskrim Polres Madiun Kota. Tehnik pengumpulan data adalah wawancara, studi kepustakaan, selanjutnya analisa data yang digunakan adalah bentuk deskriptif kualitatif. Hasil penelitian yang diperoleh di Polres Madiun Kota, upaya yang dilakukan Polri agar tindak pidana pencurian kendaraan bermotor turun adalah dengan cara preventif yaitu Pihak Polres Madiun Kota mengadakan pengamanan terpadu bersama masyarakat kota Madiun, peningkatan kinerja kepolisian dengan sistem evaluasi berjangka yang diterapkan Polres Madiun Kota, degan membuat spanduk-spanduk yang berisi himbauan terhadap masyarakat di wilayah Kota Madiun untuk lebih berhati-hati terhadap setiap tindak kejahatan, menghimbau masayarakat agar melapor segera apabila terjadi tindak pidana pencurian, memberikan penyuluhan kepada para juru parkir, serta Polres Madiun Kota bekerja sama dengan pemerintah Kota Madiun untuk menanngulangi tindak pidana pencurian kendaraan bermotor. Upaya represif yaitu memberikan pemidanaan terhadap para pelaku tindak pidana pencurian kendaraan bermotor, pihak Polres Madiun Kota melakukan razia secara rutin dan berkala ke tempattempat atau jalan-jalan yang dianggap rawan terjadi tindak pidana pencurian kendaraan bermotor, melakukan penangkapan dan pengejaran terhadap jaringanpencurian kendaraan bermotor. Semua upaya yang dilakukan oleh Polres Madiun Kota dalam hal ini bertujuan untuk menanggulangi tindak pidana pencuriankendaraan bermotor yang terjadi di Kota Madiun, agar angka tindak pidana pencurian kendaraan bermotor tersebut bisa turun, sehingga masyarakat bisa hidup aman dan tentram.
English Abstract
Crime is not an event of heredity ( innate, inheritance ) , is also not a biological heritage . Can be done any crime , both women and men , with different levels of education . The negative impact of crime is not only physically harmful to society , but also about psychic person or a group of people . One form of the crime or crimes that are examined in this paper is the crime of motor vehicle theft . Based on the foregoing , the authors raised the formulation of the problem : ( 1 ) What police efforts in tackling the crime of theft of motorcycles ? ( 2 ) What are the constraints faced Madiun Police in tackling the crime of theft of motorcycles ? The method used in this study implementation using multiple stages , with the methods used approach is the juridical method of empirical research locations in the City of Madison Police Criminal Unit in particular , respondents were used in the implementation of the interview were three members of Madison City Criminal Police . Data collection techniques are interviews , literature study , further analysis of the data used is descriptive qualitative form . The results obtained in the City of Madison Police , the efforts of the police that the crime of motor vehicle theft is down by preventative means that Party City of Madison Police held a joint integrated security community Madiun , improved police performance evaluation system applied futures Madiun City Police , degan make banners containing an appeal to the people in the city of Madison for more careful of any crime , calling on the community to report immediately if there is a criminal act of theft , to provide counseling to the parking attendants , as well as the City of Madison Police working with the government menanngulangi Madiun for the crime of theft of motor vehicles . Efforts are repressive give punishment to the perpetrators of the crime of theft of motor vehicles , the City of Madison Police conduct raids regularly and periodically to places or streets that are considered prone to the crime of theft of motor vehicles , make arrests and persecution against vehicle theft network motor . All the efforts made by the City of Madison Police in this case aims to tackle the crime of motor vehicle theft that occurred in the City of Madison , in order to figure the crime of motor vehicle theft can be dropped , so that people can live safely and peacefully.
