Abstract
Penulis disini membahasa tentang implementasi Peraturan Pemerintah No. 16 Tahun 2007 yang dalam hal ini mengatur tentang pembinaan olahraga di pemerintahan daerah yang lebih tepatnya lagi disini penulis membahas tentang pembinaan dalam cabang olahraga sepak bola Adapun tujuan dari penulis membahas daripada Peraturan Pemerintah No 16 Tersebut karena Untuk mengatahui missing link dari sistem pembinaan olahraga kita lebih tepatnya atau khusunya olahraga sepakbola. Jenis Penilitian yang dilakukan oleh peneliti disini adalah penilitian empiris dimana peneliti meneliti menggunakan teknik sample dan wawancara terhadap pihak-pihak terkait yang terlibat dalam sistem keolahragaan di pemerintahan daerah yang kemudian, dianalisis sesuai dengan undang– undang dan peraturan yang ada dan kemudian ditarik kesimpulan yang berkaitan dengan masalah yang diteliti apakah pemerintah daerah kabupaten malang sudah mengimplementasi menggunakan Undang-undang yang benar Hasil dari penelitian yang telah dilakukan oleh penulis ini ialah bahwa Dalam hal pelaksanaannya Peran pemerintah dalam pembinaan olahraga khususnya pada cabang sepak bola masih sangat minim.tidak adanya pengawalan yang berkelanjutan, serta kerja sama atau koordinasi yang baik antara pemerintah dengan lembaga yang telah dibentuk, dalam hal ini adalah KONI dan Untuk Pembibitan atlet sepakbola sendiri untuk saat ini dinas dan organisasi olahraga terkait belum mengimplementasi PP No 16 Tahun 2007 dimana para stakeholder masih menggunakan Undang-Undang No 5 Tahun 2005 Tentang sistem keolahragaan di mana hal tersebut mengakibatkan luasnya interpretasi dari implementasi cara pembinaan olahraga terutama dalam hal ini olahraga cabang sepakbola itu sendiri Meningkatkan sarana dan prasarana, serta alat-alat kelengkapan olahraga,sebagai salah satu faktor pendukung terlaksana serta tercapainya cita-cita keolahragaan secara umum, khususnya pada cabang olahraga beladiri sepak bola. Serta pengimplementasian terhadap undang-undang yang lebih tepat sasaran akan memudahkan organisasi dalam hal ini pemerintah kabupaten malang khususnya KONI, Dinas Pemuda dan Olahraga serta PSSI akan memudahkan dan memberikan hasil yang lebih maksimal untuk pencapaian tujuan dalam hal ini dalam hal pembinaan cabang olahraga sepakbola.
English Abstract
