Abstract
Penelitian ini bertujuan untuk menganalisis wacana kebijakan privatisasi PT Garuda Indonesia (Persero) Tbk. Critical Discourse Analysis dalam perspektif PEA menjadi pilihan alat analisis untuk dapat merlihat gambaran wacana privatisasi yang terjadi melalui kinerja sebelum dan sesudah privatisasi (periode tahun 2008-2014) serta bentuk distribusikan kekuasaan dan kesejahteraan yang terjadi. Hasil penelitian menunjukkan bahwa pada kenyataannya kinerja keuangan Garuda Indonesia pasca privatisasi cenderung mengalami penurunan dan distribusi laba (kekayaan) kepada karyawan maupun shareholders (investor dan pemerintah) tidak dilakukan dengan maksimal. Distribusi hanya tampak kepada karyawan dan kreditor tetapi kenaikan tersebut bukan karena nilai yang didistribusikan melainkan karena adanya kenaikan jumlah karyawan dan kebutuhan utama Garuda Indonesia terkait ekspansi usaha. Realitas sosial politik lain menunjukkan bahwa privatisasi sampai dengan saat ini masih menjadi alat kepentingan yang dibuktikan dengan tujuan utama privatisasi Garuda Indonesia dalam rangka mendapatkan modal untuk ekspansi usaha. Jasa penerbangan dengan harga yang relatif tinggi serta penandatanganan kerjasama dengan Liverpool Football Club pada kenyataannya juga menunjukkan realita bahwa kebermanfaatan (distribusi kesejahteraan) Garuda hanya dirasakan oleh golongan tertentu (kekuatan modal dan menengah ke atas). Sehingga bisa dikatakan bahwa privatisasi Garuda Indonesia hanyalah sebagai alat bagi elit politik atau pemegang kekuasaan untuk memperoleh kepentingannya serta sebagai upaya menunjukkan keberadaanya dalam mengelola BUMN.
English Abstract
This study aims to analyze the discourse of PT Garuda Indonesia (Persero) Tbk privatization policy. Critical Discourse Analysis in the PEA perspective becomes the choice of analytical tool in order to observe the privatization discourse description that occurs through the performance before and after privatization (period of 2008-2014) and the distribution form of power and welfare. The research shows that in reality the financial performance of Garuda Indonesia post privatization tend to decrease and the profit distribution (wealth) to employees and shareholders (investors and government) is not done maximally. Distribution is only visible to employees and creditors but the increase is not due to the value distributed but it’s because of the increase in the number of employees and the main requirement of Garuda Indonesia related to business expansion. Another socio-political reality indicates that privatization is still a tool of interest, evidenced by the main purpose of privatizing Garuda Indonesia in order to obtain capital for business expansion. In fact, relatively high-priced airline services and the signing of cooperation with Liverpool Football Club also represent that the benefit (distribution of welfare) of Garuda is only perceived by certain groups (capital and upper-middle power). So it can be said that the privatization of Garuda Indonesia is only as a tool for the political elite or the authority person to obtain its interests and as an effort to show its existence in managing the BUMN.
