Abstract
Pengeluaran lokal sangat penting untuk mendukung desentralisasi fiskal untuk mengakui pertumbuhan pembangunan ekonomi suatu wilayah, terutama di kabupaten Malang. Pengeluaran lokal adalah salah satu kewajiban pemerintah daerah yang diakui sebagai pengurangan nilai laba bersih. Pengeluaran lokal adalah perkiraan biaya eksponse lokal yang dialokasikan secara adil dan sama, sehingga dapat dinikmati oleh semua kelompok masyarakat tanpa diskriminasi, terutama dalam memberikan layanan umum yang menyebabkan efek positif bagi masyarakat, seperti (pendidikan biaya, biaya kesehatan, dan biaya infrastruktur). Ketiga hal ini adalah pendukung pertumbuhan pembangunan ekonomi, terutama di kabupaten Malang. Penelitian ini memiliki tujuan untuk menganalisis pengaruh pengeluaran lokal untuk pengembangan ekonomi di sektor pendidikan, kesehatan, dan infrastruktur di Kabupaten Malang. Penelitian ini menggunakan metode kualitatif dengan menggunakan penelitian langsung dan wawancara dengan informan. Hasil penelitian yang diberikan dari penelitian ini adalah pengeluaran lokal yang penting bagi pembangunan ekonomi di kabupaten Malang, terutama di sektor pendidikan, kesehatan, dan infrastruktur untuk meningkatkan kualitas pembangunan manusia. Dengan adanya dukungan masyarakat di Kabupaten Malang, juga berkontribusi pada efek pembangunan ekonomi dan kenaikan standar hidup yang lebih baik di Kabupaten Malang juga.
English Abstract
The local expenditure is very essential to support the fiscal decentralization for recognizing the economy development growth of a region, especially in Malang District. The local expenditure is one of the local government obligations which is recognized as the net income value subtraction. The local expenditure is the approximate local expanse cost which is allocated fairly and equally, so that it can be enjoyed by all the society groups without any discriminations, especially in giving the general services causing the positive effects to the society, such as (the education expense, the health expense, and the infrastructure expense). These three matters are the supporters of the economy development growth, especially in Malang District. The research has the purpose to analyze the influence of the local expenditure on the economy development in education, health, and infrastructure sectors in Malang district. The research uses the qualitative method by using the direct research and interview with the informants. The research result granted from this research is the local expenditure which is important for the economy development in Malang District, especially in education, health, and infrastructure sectors to increase the human development quality. By the existence of the society support in Malang District, it is also contributes on the economy development effect and the better life standard raise in Malang District as well.
