Abstract
Penelitian ini dilakukan untuk mengetahui Kerjasama Pemerintah dan Swasta (KPS) pada sektor migas Blok Cepu di Kabupaten Bojonegoro, peran pemerintah daerah dalam Kontrak Kerja Sama (KKS) Blok Cepu, serta kepemilikan Participating Interest (PI) pemerintah daerah dalam KKS tersebut. Blok Cepu merupakan wilayah kerja pertambangan minyak dan gas bumi yang berada di Kabupaten Bojonegoro Provinsi Jawa Timur dan Kabupaten Blora Provinsi Jawa Tengah. Jenis penelitian ini menggunakan metode studi kasus. Instrumen yang digunakan dalam pengumpulan data adalah dokumentasi, wawancara, dan observasi langsung. Hasil penelitian menunjukkan kontrak kerja sama dalam KKS Blok Cepu menggunakan kontrak bagi hasil yang biasa disebut dengan Production Sharing Contract (PSC). Dalam kontrak kerja sama tersebut pemerintah daerah berperan sebagai akselerator, regulator, dan mediator, serta pemerintah daerah nantinya akan mendapatkan Participating Interest (PI) dan Dana Bagi hasil (DBH). PI kemudian dikelola oleh Badan Usaha Milik Daerah (BUMD) dan akan diterima oleh pemerintah daerah setelah semua modal kerja yang dikeluarkan oleh mitra sudah dikembalikan dan diperkirakan Pemerintah Daerah Kabupaten Bojonegoro baru menerima PI pada tahun 2016 pada saat produksi puncak tercapai.
English Abstract
This study was conducted to understand the Public Private Partnership (PPP) in Cepu Block oil and gas sector in Bojonegoro, the role of local government in Cooperation Contract Cepu Block, as well as ownership of Participating Interest (PI) of local government in the cooperation contract. Cepu Block is the working area of the oil and gas, located in Bojonegoro East Java and Blora Central Java. This research used the case study method. The instruments that used in data collection are documentation, interviews, and direct observation. The results showed a cooperation contract in KKS Cepu Block using a Production Sharing Contract (PSC). In cooperation contract, the role of local government as accelerators, regulators, and mediators, as well as local government will get a Participating Interest (PI) and revenue sharing. PI is managed by provincial enterprises and will be accepted by the local government after all the working capital incurred by the partners has been returned and estimated that the local government Bojonegoro receiving PI in 2016 when peak production is reached.
