Abstract
Penelitian ini bertujuan untuk mengkaji peran kelembagaan dan kapasitas petani terhadap keberlanjutan usahatani serta mengetahui program-program pemerintah dalam mencapai kesejahteraan petani maupun keberlanjutan usahatani di Kabupaten Madiun. Penelitian ini bersifat kualitattif deskriptif dengan menggunakan pendekatan fenomenologi melalui berbagai aktifitas yang terjadi dilapangan, dimana data yang diperlukan diperoleh melalui wawancara, observasi dan dokumentasi secara langsung. Peran kelembagaan dan kapasitas petani terhadap keberlanjutan usahatani adalah menyalurkan pinjaman modal, pengadaan sarana produksi, dan penyampaian informasi teknologi. Program-program pemerintah yang berkaitan dengan keberlanjutan usahatani dan kesejahteraan petani meliputi PUAP, SL-PTT, dan SRI. Didalam pembahasan dijelaskan bahwa keberadaan kelembagaan petani berupa kelompok tani maupun gapoktan merupakan wadah dari aktivitas petani untuk bisa mendapatkan informasi dan meningkatkan kemampuan serta kemandirian petani. Selain itu, tidak semua program yang dijalankan pemerintah mendapatkan respon positif petani, penjualan pupuk bersubsidi yang masih dijual diatas harga yang ditetapkan pemerintah membuat petani mengeluarkan biaya yang relatif besar, adanya sistem pola tanam padi, padi, pantun yang berdampak pada kesuburan tanah dan bertambahnya hama, dan ketergatungan terhadap tengkulak karena petani mayoritas menjual gabah dalam kondisi basah. Hubungan diantara kelembagaan dan kapasitas petani terjadi ketika petani mampu meningkatkan kemampuan usahatani dan akses petani dalam mendapatkan informasi teknologi untuk mencapai kesejahteraan dan keberlajutan usahatani yang maksimal serta peranan pemerintah daerah melalui Dinas Pertanian Tanaman Pangan & Hortikultura untuk pembangunan pertanian di Kabupaten Madiun dalam menjalankan program kegiatan produksi dengan adanya fasilitas bantuan saprodi berupa benih, pupuk, dan obat pestisida maupun penyediaan modal petani serta pembangunan infrastruktur pertanian berupa jalan dan saluran irigasi.
English Abstract
The objectives of the research are to investigate the role of institutional and capacity of farmer toward sustainability of farm and also to know the government programs in reaching the farmer prosperity and sustainability of farm in Madiun Regency. This research is descriptive qualitative with fenomenology approach through various activities that happened in the field, where the data that needed is obtained through interview, observation, and documentation directly. The role of institutional and capacity of farmer toward sustainability of farm are to distribute capital loans, provisions of tools production, and delivery of information technology. The government’s program that related with sustainability of farm and the farmer prosperity include PUAP, SL-PTT, dan SRI. In this research is explained that the existance of farmer institutional in the form of farmer community or gapoktan is the community of the farmer to get informations and increase ability and also autonomy of farmer. In addition, not all of the programs that run by the government get the positive response from the farmers, subsidized fertilizer sales are still being sold above the price set by the government make farmers relatively large cost, a system of rice cropping patterns, rice that have an impact on soil fertility and increasing pest, and dependency on middlemen for the majority of farmers sell grain in wet conditions. Relationship between institutional and the capacity of farmers is happened when the farmers be able to increase ability of farm and farmer access in getting technology information to reach the maximum prosperity and sustainability of farm and the role of local government through the Department of Agriculture and Horticulture for agricultural development in Madiun Regency in the running program production activities in the facilities with the help of inputs such as seeds, fertilizers, pesticides and drugs as well as capital adequacy farmers and agricultural infrastructure such as roads and irrigation system.
