Abstract

Berangkat dari keinginan untuk memitigasi resiko dari guncangan ekonomi dan pengalaman krisis pada tahun 1997 dan tahun 2008 membuat negara-negara dikawasan ASEAN berencana menyatukan mata uangnya (currency union). Penelitian ini bertujuan untuk menganalisis respon Rupiah terhadap guncanganmata uang negara ASEAN lain (Ringgit, Dollar Singapura, Baht dan Peso) begitu juga sebaliknya melihat respon mata uang negara ASEAN (Ringgit, Dollar Singapura, Baht dan Peso) terhadap guncangan Rupiah yang didasarkan kepada dua base county yakni base country Singapura dan base country Amerika. Selain itu, penelitian ini ingin melihat kesesuaian simetris shock dari guncangan yang ditimbulkan oleh ekonomi negara lain yang merupakan prasyarat dari teori optimum currency area. Penelitian ini menggunakan variabel real exchange rate dari negara ASEAN 5 dan alat analisis yang digunakan adalah vector autoregression (VAR). Hasil IRF dan FEDV menunjukkan bahwa baik respon Rupiah maupun respon mata uang negara ASEAN 5 lain (Ringgit, Dollar Singapura, Baht dan Peso lebih baik mendasarkan atau meng-peg nilai mata uangnya terhadap Dollar Singapura. Hal ini bisa dilihat dari pola respon yang simetris, dengan demikian bahwa negara-negara ASEAN 5 lebih cocok mengadopsi mata uang tunggal (single currency) jiga didasarkan kepada base country Singapura.

English Abstract

Pasar Blante (Blante Market) Kawangkoan is a traditional market which emerges and develops in the life of society. This market practices social capital for its economic transaction. The existence of the social capital in this traditional market amidst strong challenges of modernization is interesting to be explored. Furthermore, the study is also challenging by considering the contribution of the market toward the local government income and its role as the prime mover of the economy of local society. This study aims at finding out the forms of social capital and their roles in the transaction activities in Pasar Blante which are identified into three patterns namely (1) baku top Transaction (barter transaction); (2) baku tukar tambah transaction (mix barter); dan (3) baku jual beli transaction (money transaction). This study is done to the actors of transaction in Pasar Blante. The study is a qualitative research and applies phenomenology perspective. For the purpose of data collection, the triangulation technique is employed as marked by carrying out observation, interview and documentation while for data analysis, Spradley model is used. The result shows forms of social capital exist in three patterns of transaction in Pasar Blante are practiced by (1) cattle owner; (2) makelar (broker); (3) tukang Blante (the Cattle seller/reseller); and (4) cukong (Big buyer). They establish a chain of social capital in the forms of (1) the existence of trust and honesty in every transaction; (2) the strong network of information based upon friendship and familial relationship; (3) the occurence of a quick contract without the possibility of cancelation and receipt as the proof of transaction; and (4) the mutuality of kindness through the exchange of goods and services. The role of social capital in the patterns of transaction can be seen in (1) obtaining free and transparent information concerning the quality of cattle, prospective buyer, and price; (2) making contract through shaking hands without receipt as the proof payment; (3) appreciating the property rights as shown by the sense of belonging and responsibility without security and conservation cost; (4) having commitment to the agreed contract which allows no cancelation of the exchange cattle; (5) marketing cattle in the short; (6) accessing the financial sources through the fund availability in the market. This research recommends the need of revitalizing the Pasar Blante Kawangkoan in order to uphold the existence of the market from the negative behaviors which threaten the practice of the social capital.
