Abstract
Perekonomian Provinsi Jawa Timur mengalami perubahan sumber pertumbuhan dari sektor industri pengolahan yang merupakan sektor tradable menjadi sektor pedagangan, hotel, dan restoran yang merupakan sektor non-tradable. Perubahan sumber pertumbuhan ini mnegindikasikan adanya gejala deindustrialisasi. Fenomena ini juga tercermin di Kawasan Gerbangkertasusila. Menurut teori pertumbuhan industri Kaldorian, tingkat investasi yang merupakan faktor produksi menjadi faktor penting yang perlu disorot dalam kajian mengenai deindustrialiasi dikarenakan tingkat investasi mampu memberikan insentif industrial pada sebuah perekonomian. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi tingkat investasi dan implikasinya terhadap pertumbuhan sektor industri pengolahan yang diacu dari dua sisi, yaitu output share dan employment share. Metode analisis yang digunakan adalah Two Stage Least Square (2SLS) dengan data sekunder dalam bentuk data panel. Hasil penelitian memperlihatkan bahwa faktor-faktor yang mempengaruhi tingkat investasi adalah tingkat pendidikan dan belanja modal. Tingkat pendidikan mampu meningkatkan produktivitas dan berimplikasi pada peningkatan pertumbuhan dan menarik investor untuk berinvestasi dalam kegiatan produksi tersebut. Sedangkan belanja modal yang merupakan cerminan dari peran pemerintah memiliki pengaruh secara negatif terhadap tingkat investasi. Disisi lain, infrastruktur sebagai cerminan kapasitas daerah belum mampu meberikan pengaruh terhadap tingkat investasi. Peningkatan investasi akan berpengaruh pada peningkatan output share sektor industri pengolahan. Hal ini dikarenakan investasi mampu meningkatkan skala produksi yang berimplikasi pada ekspansi pertumbuhan industri. Peningkatan investasi akan berpengaruh pada penurunan employment share sektor industri pengolahan. Hal ini disebabkan karena di Kawasan Gerbangkertasusila didominasi oleh industri dengan capital-intensive.
English Abstract
The economy of East Java experience a change in the source of the growth, from the processing industry, which is a tradable sector, into trade, hotels, and restaurants sector, which are not a tradable ones. The change in the growth sources indicates he symptoms of de-industrialization that happened in the East Java Province. This phenomenon is reflected in Gerbangkertasusila area. Based on the Kaldorian growth theory, investment level, which is a production sector, has changed into an important factor that needs to be highlighted in the study of de-industrialization, because investment level can give an industrial incentive to an economy. This study aim to know the factors that influence the level of investment and its implications towards the growth of processing industry which is seen from two sides, output share and employment share. Data analysis using simultaneous equation with Two Stage Least Square (2SLS) method with secondary data in form panel data. The result of this study shows that the influencing factors are level of education and capital spending. Level of education can improve growth and attract investors to invest in the production sector. Capital spending, which is the reflection of government involvement has negative influence towards investment level. On the other hand, infrastructures, is the capacity of one region, in reality still not influencing the increasing level of investment.Besides that, the result of this study shows that investment influence positively on the output share. The increasing level of investment can improve the production scale, and give implication to the expansion of industrial growth..On the other side, level of investment influence negatively on the employment share because industries in Gerbangkertasusila goes to capital-intensive-industries.
