Abstract
Perubahan tarif layanan pendidikan tinggi, dan tunggakan yang dilakukan mahasiswa, menyebabkan timbulnya piutang mahasiswa bagi Perguruan Tinggi Negeri (PTN) berbentuk Badan layanan Umum (BLU) pada Universitas X. Penelitian ini bertujuan untuk mendeskripsikan proses terjadinya piutang mahasiswa, menilai keefisiensian kinerja piutang mahasiswa, dan faktor yang mempengaruhi. Penelitian ini menggunakan metode deskriptif kualitatif, didukung analisis menggunakan rasio perputaran piutang dan rasio rata-rata jangka waktu pengumpulan piutang, berdasarkan data piutang mahasiswa tahun 2011 sampai dengan tahun 2013. Penelitian ini menunjukkan kinerja piutang mahasiswa masih belum efisien, nilai piutang mahasiswa mencapai 38% dari aset lancar, pemberian piutang kurang selektif, dan penagihan yang pasif. Kelemahan yang ditemukan, sistem tidak mampu menunjukkan umur piutang secara jelas, saldo kas untuk menutup operasional cukup tinggi, terhambatnya kegiatan operasional dan pembangunan, tidak konsistennya hukuman bagi pelaku penunggakan. Rekomendasi yang diberikan, lebih selektif dalam memberikan piutang, menambahkan menu umur piutang dalam sistem, bersedia mengorbankan biaya dan waktu pada saat terjadi piutang mahasiswa, lebih aktif dalam melakukan manajemen kas, menyusun pagu pemberian piutang mahasiswa, meningkatkan konsistensi hukuman berupa pemblokiran.
English Abstract
Higher education services of changes, and delinquent students, cause the onset of accounts receivable for the State Universities in form of the Public Service Agency at X University. This study aims to describe the process of student accounts receivable, efficiency performance student receivables, and factors that affect it. This research uses qualitative descriptive method, supported the analysis using receivables turnover ratio and average ratio on collection period receivables, data based on student receivables in 2011 to 2013. This research shows the performance of the students receivables performance is still not efficient, student receivables reached 38% of the current assets, receivable provision less smoothly, selective, and billing are passive. Weaknesses are found, the system is not able to show the age of accounts receivable clearly, cash balance to cover the relatively high operational, blocked the operational and development activities, inconsistency in punishment for perpetrators of arrears. Recommendations are given, more selective in giving accounts receivable, adds age in the receivables system, willing to sacrifice time and costs in the event of student accounts receivable, be more active in doing cash management, composed the student accounts receivable provision, improve the consistency of a blocking penalty.
