Abstract
Penelitian ini menganalisis tentang efisiensi sektor publik dan pengaruhnya efisiensi sektor publik terhadap kinerja ekonomi daerah pada 38 kabupaten/kota di Jawa Timur selama periode tahun 2010 dan 2012. Pada tahap pertama Penelitian ini menggunakan alat analisis Data Envelopment Analysis (DEA) yang merupakan metode pengukuran efisiensi dengan menggunakan pendekatan non_parametrik. Sedangkan pada tahap kedua peneliti menggunakan alat analisis panel data, yang terdiri dari data times series selama periode 2010 dan 2012 dan data cross section 38 kabupaten/kota di Provinsi Jawa Timur. Salah satu pendekatan yang digunakan untuk mengestimasi model regresi data panel adalah dengan menggunakan fixed effect model (FEM). Alat analisis ini digunakan untuk menentukan pengaruh efisiensi sekor public terhadap kinerja ekonomi daerah. Hasil penelitian menunjukkan bahwa pengeluaran publik sebagian besar tidak efisien. Variabel efisiensi sektor publik secara langsung tidak berpengaruh terhadap pertumbuhan ekonomi namun secara langsung efisiensi sektor public berpengaruh terhadap pertumbuhan ekonomi. sedangkan Variabel efisiensi sektor publik berpengaruh signifikan terhadap kemiskinan kecuali variabel infrastruktur yang tidak signifikan terhadap kemiskinan.
English Abstract
This paper analyses public sector efficiency and the effect of public sector efficiency and regional economic performance in 38 districts / cities in East Java for the period 2010 and 2012. In the first stage, the non-parametric Data Envelopment Analysis (DEA) approach is used to estimate public sector efficiency scores. In the second stage, This study uses secondary data analysis tool data panel, consisting of time series data over the period 2010 and 2012 and cross section 38 districts/cities in East Java. One of the approachesused to estimate the panel data regression model is to use a fixed effects model (FEM). This analysis tool is used to determine the effect of public sector efficiency and regional economic performance. Results showed that the public spending largely inefficient. ariable efficiency of the public sector does not directly affect economic growth but directly affect the efficiency of the public sector to economic growth. while the public sector efficiency Variable have a significant on poverty, unless infrastructure variable is not significant on poverty.
