Abstract
Penelitian ini bertujuan untuk mengetahui kemampuan keuangan daerah dalam mendukung pelaksanaan otonomi daerah di Kabupaten Dompu tahun anggaran 2007-2011. Data analisis menggunakan Rasio Kemandirian Keuangan Daerah, Rasio Derajat Desentralisasi Fiskal, Rasio Indeks Kemampuan Rutin, Rasio Keserasian dan Rasio Pertumbuhan. Hasil penelitian menunjukkan berdasarkan (1) Rasio Kemandirian Keuangan Daerah pola hubungan kemandirian daerah masih menunjukkan pola hubungan instruktif, (2) berdasarkan Rasio Derajat Desentralisasi Fiskal dan Rasio Indeks Kemampuan Rutin kemampuan keuangan masih sangat rendah dalam membiayai pembangunan daerah dan pengeluaran rutin, (3) berdasarkan Rasio Keserasian pemerintah daerah mengalokasikan lebih belanja rutin dari pada belanja pembangunan, dan (4) berdasarkan Rasio Pertumbuhan menunjukan pertumbuhan yang positif. Secara keseluruhan, pola hubungan tingkat kemampuan keuangan, mencerminkan kategori rendah sekali dalam mendukung pelaksanaan otonomi daerah.
English Abstract
The research aim to analyze the financial capacity of local governments Dompu over the last five years (2007-2011) to support the implementation of regional autonomy. The analysis methods are independence ratio, the degree of fiscal decentralization ratio, the ratio of routine capability index, the ratio of harmony, and growth ratios. The Result showed that :(1) based on independence ratio, the financial capacity of local goverment Dompu indicated the pattern of instructive relationships, (2) based on Fiscal Decentralization ratio and routine capability index rasio, the financial capacity of local goverment Dompu described very low to finance regional development and routine expenditures, (3) based on the harmony rasio the local governments much more allocated routine expenditures than the development expenditure, and (4) based on the growth ratio showed positive growth. Finally, the pattern of local financial capacity of local governments Dompu was low category for supporting the implementation of regional autonomy
