Abstract
Timor Leste merupakan negara yang telah melaksanakan referendum pada tahun 1999 untuk mendapatkan kedaulatan negara. Negara ini kemudian resmi berdaulat pada tahun 2002. Permasalahan pangan di Timor Leste segera mencuat pada masa referendum akibat adanya konflik masyarakat, namun hal tersebut telah diatasi dengan baik oleh pemerintah beserta badan-badan internasional yang terlibat pada masa itu. Kerusuhan kembali mencuat pada tahun 2006, kerusuhan ini membuat sebagian besar masyarakat Timor Leste berada dalam kondisi yang tidak aman, terutama pada pemenuhan makanan yang merupakan kebutuhan krusial bagi tiap individu. Permaslahan pangan ini terdapat pada banyaknya jumlah masyarakat yang mengalami mal nutrisi dan kelaparan di tahun tersebut. WFP sebagai badan organisasi kemanusiaan terbesar di dunia yang berfokus pada masalah kelaparan dan ketahanan pangan pun masuk ke Timor Leste untuk membantu pemerintah menangani kasus tersebut. Bantuan pangan ini di mulai pada tahun 2006 melalui Emergency Operation yang ditujukan kepada pengungsi internal yang berada di kamp-kamp pengungsian dengan emnyalurkan berbagai macam bahan makanan. Setelah Emergency Operation selesai WFP kemudian melakukan operasi lanjutan, yaitu Protracted Relief and Recovery Operation yang diberikan setelah pengungsi kembali ke tempat asal mereka masing-masing. Penulis menggunakan konsep jenis bantuan pangan Barret dan Maxwell yang menjelaskan tentang tiga jenis bantuan pangan diantaranya Emergency/Relief FoodAid, Project Food Aid, dan Program Food Aid.
English Abstract
Timor Leste is a country that has held a referendum in 1999 to achieve state sovereignty. The country was officially achieve its sovereignty in 2002. Food problems in Timor-Leste soon rises during the referendum caused by the conflicts, but that had been resolved well by the government and the international agencies involved at the time. But, the food aid problems has happened in Timor Leste once again. The unrest erupted in 2006 and soon give the impact for the most of population in Timor Leste. Most of population in Timor Leste was in the condition of insecurity, especially in the fulfillment of food, the large number of people were indicate malnutrition and famine. That is why food was a crucial need for each individual this is the reason why food became a very important thing. WFP as the world's largest humanitarian organization focusing on hunger and food security goes to Timor-Leste to help the government to handle the case. This food aid began in 2006 through Emergency Operation aimed to internally displaced persons in refugee camps by distributing various food items. After Emergency Operation completed, WFP performs the follow-up operation, called Protracted Relief and Recovery Operation given after the refugees return to their respective home. The author uses the concept of food aid type Barret and Maxwell which explains about three types of food aid such as FoodAid Emergency / Relief, Food Aid Project, and Food Aid Program to explain this case.
